The 29th ID Band is pursuing the purchase of MTOE/CTA authorized equipment to facilitate the accomplishment of its assigned mission to provide musical support to both military and civilian groups for the purposes of promoting the Virginia Army National Guard and maintaining the time honored traditions of the United States Army. The equipment is comprised of items needed for the sound system, lighting system and production system. The systems can be used together or independent of one another. A list of equipment is attached.
In accordance with AR 220-90 and DA PAM 220-90 which both state in Chapter 6: "MPU commanders, staff music officers, or MPU senior sergeants are the only personnel authorized to certify the condition, serviceability, and professional quality of musical instruments, sound reinforcement systems, recording equipment, musical support equipment, and musical expendable supplies...". "Contracting offices will procure musical instruments based on the recommendations of the MPU commander, Army Music officer, warrant officer bandmaster, or the MPU senior sergeant." (see para 6 -1c)."
This purchase is in addition to equipment the unit already owns and the items must function and operate in concert with unit already owned equipment. The purchase of items of other brands would be unusable by the unit and/or require the purchase of additional equipment in order for them to function.
The Lighting System was built as an entire package. Specific aspects of stage illumination, including luminosity and intensity, electrical considerations (ie power consumption, voltage and frequency) and dimensional aspects (weight and size), were carefully considered and designed to support the whole. Any deviations from the specific equipment will require reconfiguration of the entire package.
The antenna combiners and splitters are specifically for the Sennheiser Wireless equipment currently being used by the 29th ID Band. In order to increase competition outside of brand specific, the entire system would require replacement.
The microphones were specifically chosen for unique sonic characteristic and electronic properties that do not exist in other models.
The Lake processing card only exists in the Yamaha environment and no equivalent exists.
The Zoom Q8 and Bose S1 are unique combination of professional grade HD sound quality coupled with high portability. No replacement exists that fulfill all of those needs.
A notice will be posted on the beta.SAM Contract Opportunities website and responses will be reviewed for potential sources of future needs. The decision to limit this action to specific brands is based on the recommendation of the 29th ID Band.
