About this file

This document is a Limited Source Justification (J&A) for the XVIII Airborne Corps at Fort Bragg, NC to procure Forescout cybersecurity software licenses. The procurement involves 235 C2C Plus Term License Bundles for Unlimited Endpoints (1-year term with ActiveCare Advanced), 1 eyeInspect Base License for Command Centers and Sensors, and 1 Adoption Expertise Standard Support package. The total contract will run from 16 May 2025 to 15 May 2026, with funding from Operations and Maintenance funds. The justification emphasizes that Forescout is currently the Network Access Control solution most aligned with the Department of Defense's Comply-to-Connect (C2C) requirements and is critical for maintaining the Army's cybersecurity infrastructure, particularly for the XVIII Airborne Corps' network security posture.

The document details that Forescout is the sole provider of its intellectual property, and only Forescout and its authorized resellers can provide maintenance and support for these licenses. The procurement is being conducted through the Department of Defense Enterprise Software Initiative (DoD ESI) program, with the contracting activity being the U.S. Army Mission and Installation Contracting Command (MICC) at Fort Bragg. The justification notes that full and open competition is not feasible, as rebuilding the entire cybersecurity infrastructure with alternative tools would be time-consuming, expensive, and could potentially compromise network interoperability and security standards established by DISA and Army Cyber Command.

4. Authority Cited: Title III of the Federal Property and Administrative Services Act of 1949 (Title 41 U.S.C. 251, et. Seq) and Title 40 U.S.C. 501, Services for Executive Agencies, as implemented by FAR 8.405-6 and substantiated by FAR 8.405-6(b)(1) - Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer.

A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

5. Reason for Authority Cited:

a. Currently, Forescout is the Network Access Control (NAC) solution that is furthest along in meeting the DoD’s Comply-to-Connect (C2C) requirements. C2C is a United States Department of Defense (DoD) security framework providing the highest level of assurance for authentication, authorization, compliance assessment and automated remediation of devices connecting to the enterprise network.

In January 2021, the Defense Information Systems Agency (DISA) was designated the enterprise C2C Program Management Office (PMO) and was initially responsible for the procurement of enterprise C2C licenses. DISA selected Forescout in April 2021 to meet these requirements after extensive research and shortly thereafter procured Forescout licenses under the recently expired multiple award DoD ESI BPA, to monitor over 8.7 million endpoints. These Forescout Licenses were previously provided through the Defense Information Systems Agency (DISA) at no cost until the end of FY24 when DISA ceased funding. The XVIII Airborne Corps is currently utilizing temporary limited licenses until May 2025. To avoid a gap in coverage, the Forescout licenses that were issued from DISA need to be renewed to maintain the Corps’ cyber security posture and align with the Army’s unified network plan. The renewal of the Forescout licenses is paramount in furthering C2C efforts for the XVIII Airborne Corps.

Forescout is the sole owner of its Intellectual Property (IP) inclusive of its software source code. Forescout and its authorized resellers are the only companies that can provide maintenance and support on Forescout perpetual software licenses, subscriptions, and software-dependent hardware. Software maintenance is necessary to provide the patches, updates, and hotfixes to sustain Forescout products running on DoD networks. Maintaining Forescout products is required to decrease unacceptable operational and security vulnerability risks to the IT assets of the DoD.

The Army Unified Network Plan 2.0 (AUNP 2.0) explicitly builds upon the foundational standards and security framework established in the original AUNP, preparing the force for a data-centric future through the integration of Zero Trust (ZT) principles – principles directly aligned with Department of Defense and Joint Staff policies. Critically, both DISA and Army Cyber Command/Network Command (ARCYBER/NETCOM) leverage Forescout as a key component of their endpoint security posture and for integrating diverse cyber and network tools. To ensure interoperability and maintain a consistent security baseline across the Army network, as

6. Efforts to Obtain Competition:

a. Effective competition. This Brand Name Justification and Approval (J&A) will be posted through DoD ESI on GSA eBuy with the Request for Quotations (RFQ) and all vendors authorized to sell Forescout brand name products can respond to the RFQ.

The requiring activity will continue to monitor the marketplace to determine whether alternate products can meet, or can be modified to meet, future requirements.

b. Subcontracting competition. There are currently no subcontracting opportunities for the ForeScout software, The Contracting Officer has made this determination in accordance with FAR 19.705-2c.

7. Actions to Increase Competition: The requiring activity will continue to monitor the marketplace to determine whether alternate products can meet, or can be modified to meet, future requirements.

8. Market Research: The requirement will be competed as brand name only under the DoD ESI program.

9. Other facts: This contracting office has no procurement history in obtaining this software.
