About this file
This is a Justification for Brand-Name Restriction document prepared by the 20th Contracting Squadron for the acquisition of a Voyager 2 Slim Mobility System/GSDD V2 Mobility Kit. The requirement includes one Starshield terminal kit, two Cisco 6300 routers with network advanced software licenses, one Viasat KG250X Taclance, one Cases2Go 2U rackmount case, and one Voyager 2 Slim Klas Kare with contracted 24/7 technical support services. This is classified as an operational program with individual determination type, and pricing will be based on NASA SWEP contract rates that have already been determined fair and reasonable.
The justification cites that Shaw AFB requires this specific brand-name equipment because other manufacturers do not currently possess authority to operate, and the base's layer 3 devices are 90% Cisco, requiring compatibility with currently deployed systems. The system provides secured deployable communications to support Mission Generation Force Elements in austere locations and is mandated by Wing Commander directive. The kit enhances fighter squadron capabilities by enabling encrypted rapid communications worldwide and supports Agile Combat Employment (ACE) principles. The document includes certifications from the Program Manager (dated 09 Jun 2025), Contracting Officer Shaunannette D. Watson (10 Jun 2025), and Director of Business Operations (10 Jun 2025).
