About this file

This document is an attachment (Attachment 2 - IPD Compilation.pdf) related to a federal contract opportunity for Pelican Cases. The attachment provides details on the product specifications, including the unit type, size, and environmental protection requirements. It also outlines the packaging and pallet requirements, including references to FED-STD-123H and MIL-STD-129R standards. The document emphasizes the use of recovered and post-consumer materials and the requirement for the product to meet or exceed commercial quality standards.

The related federal contract opportunity is a Request for Information (RFI) for a Blanket Purchase Agreement (BPA) to provide Pelican Cases under the GSA Multiple Award Schedule Program. The RFI, Solicitation Number 47QSSC-25-Q-0016, is seeking information from prospective vendors interested in providing these cases. The Government will use the responses to determine appropriate set-asides, such as a total small business set-aside or a socioeconomic set-aside. Responses to the Sources Sought Questionnaire (Attachment 1) are due by November 22, 2024.

POSTCONSUMER RECOVERED MATERIAL FOR CORRUGATED CONTAINERS:

For containers rated < 300 psi: The contractor shall certify that the

Corrugated Containers shall contain a range of 25 - 50% recovered fiber, including a minimum range of 25 - 50% postconsumer fiber.

For containers rated 300 psi and above: The contractor shall certify that the Corrugated Containers shall contain a range of 25 - 30% recovered fiber, including a range of 25 - 30% postconsumer fiber.

The recovered fiber and postconsumer fiber content is calculated from the content of each component relative to the weight each contributes to the total weight of the box. Sample calculations may be found at:

https://www.epa.gov/smm/sample-calculation-postconsumer-fiber-content-corru gated-container

Postconsumer fiber is defined in accordance with EPA Comprehensive

Procurement Guidelines, which may be found at:

https://www.ecfr.gov/current/title-40/chapter-I/subchapter-I/part-247

PCRM content shall be by weight as defined in 40 CFR, Part 247 for fiberboard. The contractor shall submit evidence in writing from the mills to confirm the percent by weight of the post consumer recovered material content. The Government reserves the right to verify the accuracy of the certification by reviewing relevant production and/or supplier records.

The following statement shall be printed on the outside of each box on the bottom panel:

"The fiberboard used in manufacturing this box contains a minimum of X% recovered fiber, including X% post consumer fiber."

The standard recycling logo shall be printed on the outside of each box on the bottom panel. Size of statement and logo are at the supplier's option.

The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.

QUALITY ASSURANCE FOR FIBERBOARD and FIBERBOARD BOXES:

PRODUCT CONFORMANCE. The product provided shall meet the salient characteristics of this commercial item description. The quality of the product sold to the government shall be equal to or better than the quality of the product sold by the manufacturer in the commercial market.
