About this file

This is a Sources Sought notice for a Urology Surgical Navigation System & Support requirement issued by the U.S. Air Force. The notice does not specify a response deadline, award date, or pricing information. The requirement seeks information about potential contractors' capabilities to provide urology surgical navigation systems and related support services, classified under NAICS code 621999 (All Other Miscellaneous Ambulatory Health Care Services).

Respondents must provide company information including CAGE Code, Unique Entity ID, physical address, website, and points of contact; ownership structure details regarding domestic or foreign control and foreign national employee usage; business status under socio-economic classifications; data and warranty information; and commerciality documentation demonstrating sales history to commercial entities. The Air Force is evaluating whether to set aside this acquisition for small businesses if sufficient demonstrated interest and capability exists. For small business set-asides, respondents must show compliance with FAR clause 52.219-14 by demonstrating that two or more small business prime contractors can perform at least 50 percent of contract costs using their own employees. Additionally, respondents must address corporate capabilities, past performance on similar medical technician and equipment projects (such as UroNavigation and laser systems), requirement feasibility relative to an unspecified Performance Work Statement, and established market pricing. All respondents are asked to identify potential small business subcontracting opportunities within the requirement scope.

Attention Small Business Respondents interested in submitting a proposal as the prime contractor for this effort:

The acquisition strategy for this requirement has not been decided; however, the Air Force is contemplating setting this acquisition aside for small businesses if there is sufficient demonstrated interest and capability. A key factor in determining a Small Business Set-Aside is that two or more small business prime contractors must be capable of performing at least 50% of the cost of the contract incurred for personnel with their own employees, as defined in Revolutionary FAR Overhaul (RFO) clause 52.219-14, Limitations on Subcontracting.

• Provide specific details and rationale as to how compliance with RFO clause 52.219-14 would be achieved.

• Include specific details regarding any teaming or subcontracting arrangements.

If subcontracts are to be used, provide the anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated, and previous experience in teaming must be provided.

Attention All Potential Respondents:

If this acquisition is not set aside for small business, it is anticipated that the contract may contain a small business subcontracting utilization requirement. Please provide feedback on what areas of this requirement are likely candidates for small business subcontracting.

CAPABILITY SURVEY QUESTIONS:

The following capability survey questions should also be addressed in your capabilities package:

1. Corporate Capabilities: Briefly describe the capabilities of your company and the nature of the services/supplies you provide. Please include a description of your staff composition and management structure.

2. Past Performance: Describe your company's past experience on projects similar in complexity to this requirement (i.e., providing medical technician services and equipment such as UroNavigation, laser systems, etc.). Include contract numbers, dates, a brief description of the work, the agency/organization supported, and a point of contact with a name and telephone number.

3. Requirement Feasibility: Are there specific requirements in the provided Performance Work Statement (PWS) that would preclude your service from being a viable solution?
