About this file
This is a memorandum issued by the Department of the Air Force, Headquarters 341st Missile Wing (AFGSC) on August 3, 2018, establishing installation perimeter access control requirements for all contractors.
The memorandum references IAW AFI 31-113 and confirms that the Air Force retains authority to vet all contractors seeking base access. While a Contractor Entry Authorization List (CEAL) remains required, the Installation Commander may deny or revoke access credentials based on specific criteria indicating potential threats to installation security, good order, discipline, and morale. The document outlines 17 distinct disqualifying factors (items a through q) including terrorist associations, identity verification failures, fraudulent information submission, unauthorized access attempts, criminal history, incarceration within ten years, convictions for serious crimes including sexual assault, armed robbery, rape, child molestation, drug distribution, firearm and explosive violations, espionage, sabotage, treason, terrorism, murder, appearance on federal or state watch lists, and certain statutory or regulatory bars to employment. Additionally, the Installation Commander has determined that individuals with outstanding warrants, sex offenders, violent offenders, those on probation, and those in pre-release programs will be denied access to Malmstrom AFB, as defined by Montana Code Annotated § 46-23-502. Contractors with questions should contact the Policy Flight Chief at (406) 731-4028.
