About this file

This is a Memorandum for All Contractors from the Department of the Air Force Headquarters 341st Missile Wing (AFGSC) dated August 3, 2018, regarding installation perimeter access control requirements.

The memorandum establishes that all contractors seeking access to Air Force bases must obtain a Contractor Entry Authorization List (CEAL) and comply with fitness determination procedures outlined in IAW AFI 31-113. The Installation Commander retains the authority to deny access based on information obtained during identity vetting that indicates an individual may present a threat to installation security, good order, discipline, and morale. The memorandum specifies 17 disqualifying criteria (items a through q) for access denial, including suspected terrorist affiliation, inability to verify identity, fraudulent information submission, reasonable suspicion of attempting unauthorized access to classified or protected information, unlawful use of access credentials, criminal or dishonest history posing unacceptable risk, prior barring from federal installations, wanted status by law enforcement, incarceration within the past ten years, convictions for espionage/sabotage/treason/terrorism/murder, appearance on federal or state watch lists for criminal or terrorist activity, firearm or explosive violations within ten years, convictions for sexual assault/armed robbery/rape/child molestation/trafficking/drug distribution, illegal drug use without evidence of rehabilitation, statutory or regulatory employment bars, engagement in activities to overthrow the U.S. Government, and categories including outstanding wants/warrants, sex offenders, violent offenders, and those on probation or in pre-release programs per Montana Code Annotated § 46-23-502. Questions regarding the vetting process should be directed to the Policy Flight Chief contracting officer at (406) 731-4028.
