About this file

This is a Specification for Dockside Repairs for USCGC Heriberto Hernandez (WPC-1114), a 154-foot Sentinel Class U.S. Coast Guard cutter. The specification, developed by Daniel Domenech-diaz and revised on March 4, 2026 (REV 1), outlines six work items to be performed during FY2026 dockside availability. Work Item 1 addresses topside exterior structure repairs, specifically repairing a warped weather deck surrounding an EDG fuel oil deck valve that has caused deck box cracking; repairs include observation of Coast Guard testing, tank drainage and cleaning, and renewal of the affected area per welding standards. Work Item 2 requires bilge surface cleaning and inspection in the generator room, engine room, and forward auxiliary space, with submission of condition inspection reports (CIR) detailing all findings and recommended repairs. Work Item 3 involves removing paint coating from Main Diesel Engine (MDE) plenums by disassembling intake plenums (STBD and PORT watertight closures), blasting interior surfaces, and reassembling with new seals, filters, and fasteners; surface preparation may be accomplished through waterjetting, abrasive blasting, or combination methods. Work Item 4 requires renewal of approximately one linear foot of 4-inch to 3-inch copper-nickel reducer piping in the auxiliary seawater (ASW) system in compartment 3-27-0-E, including hydrostatic testing post-repair.

Work Item 5 specifies renewal of the polyethylene deck protector and associated hardware, including 24 welded studs, washers, and hex lock nuts, with coordination of anchor and chain securing procedures performed by Coast Guard personnel. Work Item 6 requires renewal of interior wet deck coverings in six compartments (CO/XO head, JO head, galley, two showers, and passage) totaling approximately 188 square feet, with epoxy flake system recoating and edge repair; cove base renewal is not required for these locations. The specification invokes general requirements from SFLC Standard Specifications 0000, 0740, 5550, and 6310, and references numerous Coast Guard drawings. Key contracting requirements include mandatory insurance (Ship Repairer's Liability and Comprehensive General Liability at $500,000 per occurrence), Change Request procedures with detailed labor rate breakdowns distinguishing direct production labor, indirect costs, and consumables, and submission of production schedules, work package networks, and manning curves within three working days of arrival. All work must comply with environmental protection requirements at USCG facilities, fire safety protocols, and quality assurance inspection forms (QA-1 through QA-5) for critical-coated surfaces.
