1.0 SCOPE
This statement of objectives (SOW) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a radio frequency upgrade to the Giant Voice (GV) System at Pittsburgh ARS, PA. The current GV system consists of two (2) outdoor GV poles, which includes omni-directional Federal Signal siren arrays, and in-building siren controller in building 110 and activation points in buildings 418 (Command Post), 125 (alt. Command Post), 221 (BDOC) and 208 (alt BDOC) using the existing copper infrastructure. The existing copper infrastructure has degraded and Pittsburgh ARS requires transition to a RF system for the Giant Voice. Upon completion, the GV system shall be able to communicate over a new wireless, Radio Frequency (RF) communications infrastructure. The upgraded GV system shall provide sufficient intelligible voice coverage for the entire base populace with real time emergency alerting messages and accurate system health activities. This project covers the following technical objectives:
1.1 The contractor shall install the new radio frequency (RF) Giant Voice two-way communications infrastructure; Radios will be installed in seven (7) locations including the 4 activations points (bldgs. 418, 221, 125 and 208) and at the 3 siren controller locations (the two outdoor GV poles and the indoor siren controller in bldg. 110). RF Frequency for the GV system shall be determined at a future date, i.e. TDB. The audible siren speaker messages shall be optimized, tested, controlled, and adjusted to minimize bleed-over noise into the surrounding communities, i.e., have volume control capabilities.
1.2 The Giant Voice is monitored and maintained by personnel in the Communication Squadron in building 405. Base personnel use an existing PC-based Controller Console to monitor the system. In building 405, the contractor shall provide and install the most current software capable of providing detailed graphics screen and customized range map for control, activation, monitoring, and display of siren status and GV system health status.
1.3 The contractor shall provide a solution using new RF communications equipment to provide intelligible live voice and pre-recorded messages for the Pittsburgh IAP-ARS, PA populace.
1.4 The contractor shall provide all personnel, equipment, installation, configuration management, labor, material, documentation, and services in support of this project. Services shall include project management and systems engineering services in support of the design, system staging, site preparation/development, equipment installation and optimization, acceptance testing, training, and one year warranty. The contractor shall perform all necessary efforts in the completion of this project to receive system acceptance.
