About this file
This document is an attachement containing a Statement of Work (SOW) for environmental compliance software and a related federal contract opportunity.
The SOW describes the requirement for the Teledyne FlowLink environmental compliance criteria software and license for the Phoenix Indian Medical Center (PIMC) in Phoenix, Arizona. The software is needed to expedite the workflow for reviewing daily data on pH, temperature, and flow of wastewater to meet facility permit requirements. The software must be compatible with the Teledyne ISCO Signature Flowmeter currently used at PIMC. The contractor must provide non-transferable software licenses for at least 2 users.
The related federal contract opportunity is a brand name acquisition for the Teledyne Flowlink Software, with no "or equal" product considered. The evaluation will be based on a Lowest Price Technically Acceptable (LPTA) criterion. Offerors must submit a product brochure as part of their technical capability. The solicitation is issued by the Department of Health and Human Services Indian Health Service.

Environmental Compliance Statement of Work
Software License for Environmental Compliance Criteria
Justification:
The Phoenix Indian Medical Center (PIMC), Phoenix Service Unit (PSU), Phoenix, Arizona, is a 127-bed health care facility that operates 24 hours a day, seven days a week. This project is located in the following location:
Phoenix Indian Medical Center (PIMC) 4212 N. 16th St Phoenix, AZ 85016
PIMC requires the Teledyne FlowLink environmental compliance criteria software and license for use in the data collection process for the facility wastewater compliance permit. The software will allow for expedited workflow including daily data reviews of continuous pH monitoring, temperature, and flow of wastewater per facility permit requirements.
The software should allow users to review and investigate environmental compliance criteria for the following:
1. Evaluation of pH continuous readings
2. Evaluate daily and monthly wastewater flow in gallons
3. Evaluate trends in fluctuations of flow measurements
The purpose of the environmental compliance criteria is to satisfy the City of Phoenix Wastewater permit for a readily available data review, monitoring, and investigation process. The PIMC Environmental Health and Safety personnel will use this environmental compliance software for verifying environmental permit compliance and launching investigations to any identified anomalies. The software is integral to the data collect process for environmental compliance, as it relieves the burden of utilizing the PIMC IT department to retrieve data from a USB.
The current workflow includes manual collection of data from the wastewater meter via USB, submission to the PIMC IT department for retrieval, and upload to PIMC EOC shared drive for review. The utilization of Flowlink software allows the direct connection of a PIMC laptop to the wastewater meter for data download onto the designated computer. Environmental Health and Safety personnel can then review environmental data and generate reports for download onto PIMC designated computers and share drives to provide to the City of Phoenix as part of the monthly compliance reporting requirement.
Product Scope Description:
The contractor shall provide site-hosted software licenses for environmental compliance for two users. The software shall produce various utilization review reports to include:
• pH
• Flow
• Temperature
Acceptance Criteria:
1. The contractor shall provide a non-transferable software license for no less than 2 users. This will be used to review daily pH, flow, and temperature parameters of the facility wastewater process.
2. A CD will be provided in addition to the digital license downloads at a one time cost.
Environmental Compliance Phoenix Indian Medical Center
Phoenix, Arizona
Minimum Contractor Qualification:
The environmental compliance software must be compatible with the Teledyne ISCO Signature Flowmeter. Teledyne’s Flowlink software is the only compatible software with the current equipment. Per Teledyne, a CD will be shipped to PIMC upon purchase, but the software may be downloaded via provided serial number through their website. Software and license access are only available through the Teledyne authorized website.
