About this file
This is an Evaluation Factors attachment for federal contract solicitation FA441926Q0044, establishing the criteria and methodology for award determination.
The solicitation will be awarded to the responsible offeror whose conforming quote represents the best value to the Government, evaluated using two primary factors: Price and Technical Acceptability. Price will be evaluated on a Total Evaluated Price (TEP) basis, with the Government reserving the right to award to other than the lowest bidder if justified by higher quality. The Government emphasizes that best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submitting a quote, vendors accept all solicitation requirements, including technical specifications and terms and conditions, with failure to conform potentially resulting in quote rejection without further evaluation.
Technical acceptability is assessed by determining whether the vendor's quoted item meets all requirements specified in the Salient Characteristics. Each quote receives a binary rating of either "Acceptable" or "Unacceptable." A quote rated "Acceptable" clearly meets the minimum solicitation requirements, while an "Unacceptable" rating indicates the quote does not clearly meet minimum requirements. Technical information must be clear, concise, and sufficiently detailed to permit effective evaluation and substantiation of claimed compliance. The Government's evaluation is based solely on information presented in the vendor's offer.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Price
2. Technical Acceptability
(End of provision)
ADDENDUM TO RFO 52.212-2:
Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation.
The evaluation criteria are detailed below:
Factor 1 – Price. The Government will award a contract resulting from this solicitation to the responsible offerer whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item. Prices will be evaluated on the Total Evaluated Price (TEP).
Factor 2 – Technical. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided information from the Salient Characteristics. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The Government will base its evaluation on the information presented in the offer.
Rating Description:
“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation. The quote will be determined technically acceptable if it meets the requirements set out in the Salient Characteristics.
