EVALUATION CRITERIA

QUOTERS ARE ENCOURAGED, BUT NOT REQUIRED, TO COMPLETE AND RETURN THE ATTACHED

EVALUATION WORKSHEET WITH THEIR QUOTE. AT MINIMUM, QUOTERS MUST SUBMIT: (1) TECHNICAL SPECIFICATIONS, (2) PRICING, AND (3) EVIDENCE OF THE QUOTER’S RELEVANT EXPERTISE AND SPECIFIC

EXPERIENCE.

The Government will award a contract resulting from this requirement on the basis of best value, technical factors and price considered. Technical factors together shall be considered more important than price and past performance. The Government may consider best value tradeoffs in final award determination.

The Quoter shall meet the minimum requirements outlined in the attached Statement of Work (SOW) and address the evaluation factors.

A. Technical Evaluation Criteria

It is the NIH's intent to evaluate each quote under the following factors using an adjectival rating system.

The technical evaluation factors are detailed below in descending order of priority.

Factor 1: Technical Approach

Ability of the Quoter to meet or exceed all contract requirements.

Factor 2: Organizational Experience

Demonstrated capability to accomplish contract requirements and relevant experience in the areas covered by the SOW.

Factor 3: Delivery and Warranty

Ability of the Quoter to meet or exceed delivery and warranty requirements.

B. Cost/Price Evaluation

Cost/price will be considered in the evaluation and selection, but cost/price will not be scored. Quotes will be evaluated for cost/price reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to prices in the market.

C. Past Performance

The Contractor shall provide a list of three (3) contracts or purchase orders completed during the past five

(5) years, similar in scope to the equipment requirements outlined in this Purchase Description.

Experience must be specific to the purchase description and shall include the following information for each contract or purchase order listed:

a. Name of Contracting Organization

b. Total Contract Value

c. Description of Requirement

d. Contract Period of Performance

e. Contract POC

f. Contract POC Email/Telephone

The Government may also consider information obtained through other sources. Past performance information will be utilized to determine the quality of the contractor’s past performance as it relates to the probability of success of the required effort.
