About this file
This Performance Work Statement (PWS) details preventative maintenance and repair services for an Oxford Electron Backscatter Diffraction (EBSD) system located at the Air Force Institute of Technology (AFIT) at Wright-Patterson Air Force Base. The contract covers annual preventative maintenance and potential repairs for the EBSD microscope, which is attached to a scanning electron microscope (SEM) and used for studying crystallographic structures and performing elemental analysis in support of various engineering research courses. The period of performance is from 21 April 2025 through 20 April 2026, with potential option years, and will be performed by Oxford technicians who will inspect the equipment, correct shortfalls, replace parts as needed, and make necessary updates to ensure optimal performance and longevity of the scientific instrument.
The PWS specifies that the contractor will be responsible for all personnel, equipment, tools, and parts required for maintenance, with work to be conducted between 0800-1600 Monday through Friday, excluding federal holidays. The maintenance supports multiple graduate-level engineering courses including Integrated Circuit Technology, Micro-Electro-Mechanical Systems (MEMS), Nanotechnology, and various thesis and independent study programs. Additional requirements include compliance with installation access controls, physical security protocols, and proper identification of contractor employees, with Oxford covering all travel-related expenses for inspections and repairs.

PERFORMANCE WORK STATEMENT (PWS)
OXFORD Electron Backscatter Diffraction (EBSD) Preventative Maintenance (PM) and Repairs
31 July 2025
1. General: OXFORD Electron Backscatter Diffraction (EBSD) Preventative Maintenance (PM) Plan for Aztec Ultim Max
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, parts, and supervision necessary to perform preventative maintenance and any remedial maintenance or repairs occurring during the period of performance on the Oxford EBSD located at the Air Force Institute of Technology (AFIT), Wright-Patterson Air Force Base (WPAFB). Preventative maintenance will occur annually.
1.2 Background: Oxford’s EBSD and Zeiss’ SEM work together to perform classroom and lab tasks for required research by students attending AFIT. The preventative maintenance plan will ensure that the EBSD remains in working condition for students and faculty to complete mission requirements.
1.3. Scope: The preventative maintenance plan ensures optimal performance and longevity of the EBSD through an annual inspection performed by qualified Oxford Technicians that will correct equipment shortfalls, replace parts as needed, and make updates as needed. The Contractor shall furnish all materials, supplies, equipment, and services required to complete the annual preventative maintenance inspection and to perform the work necessary for repairs and updates under this contract. The government will not provide any items or services regarding annual preventative maintenance and/or remedial maintenance.
1.4 Objectives: Oxford will perform maintenance, as needed, for PoP 21 April 2025 through 20 April 2026, plus option years, as part of the preventative maintenance plan. Oxford will evaluate the EBSD annually and provide maintenance and replace parts as needed to keep the EBSD in good working order to complete tasks described in section 1.5 below.
1.5 General Information: The OXFORD EBSD attached to the scanning electron microscope (SEM) is a microscope that uses electrons instead of light to form a 3D image. The SEM in the AFIT cleanroom is used to perform the following tasks: The EBSD module of the SEM is used to study the crystallographic structure of materials. The energy dispersive X-ray spectroscopy (EDS) module of the SEM is used for elemental analysis or chemical characterization of a sample.
