About this file

This document is a Draft Statement of Work (SOW) for the Tyndall Air Force Base (TAFB) project XLWU 21-1013, Phase 1 to renovate the first phase of the HVAC system for Building 950. The SOW outlines the scope of work for this design-build project, which includes replacing AHU-1, 2, and 3 and large ductwork, installing a new Siemens control panel, UPS, and surge suppression, and performing related controls work. The project will be completed in multiple phases, with Phase 1 focusing on the immediate HVAC repairs. Key requirements include providing phasing plans, temporary cooling, and tying the new controls into the Desigo front-end system. The contractor will also be responsible for demolition, recycling, testing, balancing, and smoke testing the HVAC system. The previous 65% design package will be provided as a reference, and the contractor will be required to submit 95% and 100% design packages. The SOW also includes details on environmental requirements, inspections, and additional contract documents.

The associated federal contract opportunity is a sources sought notice for small businesses (including SDBs, HUBZone, 8(a), SDVOSB, and WOSB) to identify capable sources for this HVAC renovation contract at Tyndall AFB. The Air Force's 325th Fighter Wing is looking for potential contractors to perform the work outlined in the SOW.

1.0 SCOPE

1.1 Purpose

A. The purpose of the Tyndall Air Force Base (TAFB) project XLWU 21-1013, Phase 1, Renovate first phase of HVAC for B950 that is in immediate need of repair. This phase encompasses the AHU-1, 2, and 3 and the large duct work replacement to support the other phases. A new Siemens panel, UPS and surge suppression will be required. Siemen’s controls will be required for the new equipment and any new duct sensors. Section Summary of Work 2.0 has a detailed breakdown of the work scope.

B. The Design documents and drawing files from XLWU 21-1013D will be provided to the contractor to use as the 65% design documents. The provided 65% design is for use in the development of the 95% design for completion of the project.

C. This task order delivery method is Design-Build (D-B). Work on supporting facilities includes external building fixtures, building utilities within the Points of Demarcation (POD) for privatized utilities, and work within the Administration / Office Building. The Contractor shall be responsible for providing all labor, equipment, tools, materials, and services necessary to complete the project within the allotted timeframe.

D. Implementation of work will not start until an approved 100% Design has been issued. Ordering of long lead items may be coordinated with CO.

E. See Appendix M for Environmental Protection Plan Guidance (EPP)

1.2 General:

A. Field Changes: The Contractor and the Government may agree to perform at no cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. All field changes must be approved by the CO prior to execution. Only the CO may authorize field changes or deviations from the SOW.

B. Ancillary Task: The tasks in this scope of work do not describe all the ancillary tasks required to complete the task. The contractor is required to complete all ancillary tasks to meet codes and standards that results in a complete and useable facility. Any task omissions by the contractor in their proposal will be the responsibility of the contractor.

C. Quantities and Measurements: All quantities, square footage, linear footage, etc. are estimated to assist contractor in determining scale and scope of this project. Contractor is responsible to verifying and calculating his own quantities for his proposal and estimates do not relieve contractor from providing required quantities and cost to successfully complete project. For example, measurements for drywall and painting are a square footage for the room versus the actual wall square footage. Contractor shall provide all calculations, and quantities for government review/approval.

D. Provide a draft and final 95% Design and a draft and final 100% Design. Additionally provide the deliverables contained in the SOW Table and verbiage contained in the SOW document.

E. The existing building portion is being brought up to ADA or ABA standards.

F. Appendix C has pictures, and some available drawings.

G. Provide a detailed schedule with WBS tasks in a spreadsheet format for bid proposal and after award. An example spreadsheet will be provided as part of this package. Each task will have a dollar value for the tasks. A start and end date are required for each task. All deliverables shall be included in the schedule. Use Appendix D, example schedule to provide this breakdown. A 3064 is not considered the schedule. Appendix E, AF 66 Schedules 3064 and 3065 Template is an example reporting tool like a 3064/3065.

H. The building will be occupied during construction and the mission must not be impacted. The project work shall be phased with the user to ensure continued mission operation.

I. For Siemens supplied work, electrical interfaces, conduit lengths and paths are the responsibility of the prime contractor to determine during site inspections.

J. Use Appendix G FRCS Guide Deliverable Checklist in the development of the controls system. It is a detailed document with most of the details for the control systems requirements. This was developed from Appendix F, Facility Related Control Systems.

K. Use Appendix H Approved Master FRCS Acronyms List for use on the drawings for mechanical, electrical, and controls.

L. Use Appendix H Approved Master FRCS Acronyms List for the development of points for HVAC, Fire Alarm and Energy.

M. See Appendix I FRCS HVAC Points Example for examples of required HVAC points.

N. See Appendix J FRCS Energy Dashboard Example for examples of required Energy Graphics.

O. See Appendix K FRCS Fire Points Example for examples of required Fire Alarm points.

P. See Appendix L FRCS Fire Graphics Example for examples of required Fire Alarm Graphics.

1.3 Other Requirements:

A. Refer to the Appendix B for additional requirements.

B. Appendix I, FRCS Deliverables Checklist has additional requirement that shall be met. The required information has been checked in the document.

C. Select the Applicable stages listed below that are required.

|X|Design Build
|X|95% Design

2.0 Summary of Work

A. Project XLWU211013D, Design Only for B950 was a Design Only contract for upgrade of HVAC, Controls and Fire Alarm. This also included a new addition design to include a HVAC mechanical room to house AHUs located on mezzanine area and for the restaurants. The five phases will complete this work. We are focusing on the drawing MD10 between top section of MD101A and MD101D. A markup will be provided.

B. A 100% design package that includes drawings and specifications has already been completed for this project and is considered a 65% package for this project XLWU211013D. This design package is to be used as a reference and starting point for this Design-Build project. A 95% and 100% design submittal will be required in the scope of this project. The purpose of the design submittals is to capture and reflect necessary requirement or end user changes to the previously completed design.

C. Geotechnical surveys for the building foundation are included in this contract. Slurry boring may require hazardous material to be hauled off site by the contractor.

D. Key elements of Phase 1 of the project but not limited to the following:

a. Refer to Appendix B for additional requirements.

b. Providing Phasing plan

c. Providing temporary cooling

d. Upgrading the HVAC, Controls and Fire Alarm for phase 1.
