About this file

This document is a Statement of Objectives (SOO) for the Turbine Based Combined Cycle Test (TB3C1) Project. The government's objectives are to replace or refurbish a large, industrial-grade heater to work alongside an existing heater, enabling the delivery of elevated temperatures to the process air system for the test cell. Additionally, the government requires the refurbishment and reactivation of ducting, valves, and hydraulic skids to channel the heated air to the test cell.

The contract shall define the work to be performed, including specific, performance-based, and quantitative terms in a Statement of Work, as well as milestones, data deliverables, data rights, training requirements, and a quality control plan. The program management objective is to allow offerors maximum flexibility to manage schedule, performance, risks, warranties, subcontracts, and data to satisfy the user's performance requirements.

Statement of Objectives (SOO) Turbine Based Combined Cycle Test (TB3C1) Project

1. Program Objectives It is the intent of the Government to replace (or refurbish) a large, industrial-grade heater to work alongside an existing heater, enabling the delivery of elevated temperatures to the process air system for the test cell. Additionally, the Government requires the refurbishment and reactivation of ducting, valves, and hydraulic skids to channel the heated air to the test cell. This system shall include a duct leg configuration to ensure stable conditions to the test cell and incorporate necessary controls, pressure, and flow valves to regulate process air parameters.

It is the objective of this effort to field and integrate both systems, ensuring they have all necessary designs and components to work together and achieve the desired capability. Each capability will be installed within the same plant to one test cell located on Arnold AFB, TN.

The minimum success criteria for each system are described in the attached performance parameters.

2. Contract Objectives At a minimum, the contract shall define the following:

2.1. Work to-be Performed:

Specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy the requirement in accordance with (IAW) SOO Attachment 1 – Performance Parameters.

Design of the systems shall be performed and stamped by a licensed professional engineer. Supervision of installation and testing shall be supervised by a qualified designer as defined in ASME B31.3.

2.2. Milestones:

Planned, significant events scheduled to occur at specific times in performance of the SOW. Milestones shall include at a minimum:

· Project Kickoff Meeting

· 10% Conceptual design with trade studies and Analyses of Alternatives

· 30% Preliminary Design of general approach including equipment sizing, estimates, and bills of materials. (Core Design)

· 30% Preliminary Design for implementation of the designs in each specified test cell.

· 90% Critical design for each specified test cell

· Authorization to begin procurement

· Sequential installation for each specified test cell

2.3. Data Deliverables.

Data Deliverables shall at a minimum include the following: design drawings, analysis, models, and equipment specifications, Non-Destructive Examination results, performance test reports, repair reports, and certified pressure test documentation, project management plans including but not limited to project cost estimates, work execution plan and schedule, life cycle support plan, manufacturing plan, and risk mitigation approach (cost, schedule, and technical), maintenance and reliability documents including but not limited to Failure Modes and Effects (FMEA) analysis, maintenance and reliability plans, lifting and access plans, repair plan for expected failures, recommended sensors for triplication, evaluation, recommendation for equipment redundancy, and recommended and furnished operational spare parts, and Checkout, Commissioning, and Testing Plant that shall include identification of any hardware required for checkout, commissioning, and/or testing; training plan including written and/or electronic materials used to support/deliver training.

2.4. Data Rights:

The Government shall receive Unlimited Data Rights to all Contractor’s technical data and drawings (i.e., data deliverables) produced in performance of the SOW.

2.5. Training:

Contractor shall provide on-site orientation and training. Training will be recorded by the Government.

3. Quality Control Plan (QCP):

Development and maintenance of a quality control plan to ensure the requirement is met IAW the SOW. Development and implementation of procedures to meet milestones. Development and implementation of procedures to ensure appropriate corrective action is taken when milestones are not met.

4. Program Management Objective:

Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see SOO Attachment 1 – Performance Parameters). Clear government visibility into the schedule, performance, and risks shall be maintained.
