ADDENDUM TO FAR 52.212-2 EVALUTION – COMMERCIAL ITEMS
ATTACHMENT 2
1.0 Basis for Contract Award
Award will be made up to five (5) of the highest technically rated Offerors. This source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at https://www.acquisition.gov/content/regulations.
This requirement is a competitive full and open acquisition. The Government will select up to five (5) of the highest technically rated Offerors with an acceptable small business document, with a fair, reasonable, and balanced price, with a realistic Professional Employee Compensation Plan. In the event of a tie, price will be evaluated to determine which vendor receives an award.
The evaluation criteria is three (3) factors. FACTOR 1: Price. FACTOR 2: Small Business Commitment Document. FACTOR 3: Technical Approach.
All Offerors will be evaluated for compliance with the solicitation requirements.
The following factors will be evaluated on a binary basis (compliant/non-compliant or acceptable /unacceptable): Facility Clearance Validation; Small Business Subcontracting Plan; Price Reasonableness of Ceiling Price Rates for the IDIQ Contract. A rating of non-compliant or unacceptable on the any of these factors shall render a proposal ineligible for award and the proposal shall not be evaluated further. Technical approach shall be evaluated adjectivally (outstanding/good/acceptable/marginal/unacceptable). Contract(s) will be awarded to the Offerors that are deemed compliant and responsible in accordance with the FAR, as supplemented, and whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Addendum to FAR 52.212-1 – Instructions validate Offerors – Commercial Item of this solicitation) and is judged, based on the evaluation factors. The Government seeks to award to up to five Offerors that give the Air Force the greatest confidence that they will meet the requirements. The Source Selection Authority (SSA) shall select the Offerors whose proposals receive the highest Technical rating in accordance with the established criteria in this Source Selection (described below). The Government will review the proposals for compliance. If a proposal is non-compliant then it will not be further evaluated. While the Government source selection evaluation team and the Source Selection Authority will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
2.0 Evaluation Steps
Step 1 – Minimum “Compliant/Noncompliant” Gate: Confirm Offerors Participated in the Advisory Multi-step Process, Facility Clearance Validation, and Small Business Subcontracting Plan compliance review. The Contracting Officer (CO) will confirm that all Offerors participated in the Advisory Multi-step process by Offerors submitting a PDF of their viability feedback from AFDW. The CO will validate each Prime Offerors Facility Clearance (FCL) via the Defense Information Security System (DISS) and DD254. The CO will also review applicable Offerors Small Business Subcontracting plan for compliance with FAR Clause 52.219-9, Small Business
ADDENDUM TO FAR 52.212-2 EVALUTION – COMMERCIAL ITEMS
Subcontracting Plan. Offerors will be notified via email if its FCL is validated and if the Small Business Subcontracting Plan is in compliance with FAR Clause 52.219-9 and will move to Step
2. If the Offeror does not meet the FCL criteria and/or is not in compliance with FAR Clause 52.219-9 and/or did not respond to the AMS, the Offeror will be deemed “noncompliant” and eliminated from consideration for award. The Offeror will receive written notice IAW FAR
15.503. Offerors that are in compliance shall be notified in writing of advancement to step 2 of the proposal evaluation. Each Small Business Subcontracting Plan shall, at a minimum, adhere to the statutory minimum goal percentages for the specific small business concerns for the Department of Defense as described by the Small Business Administration. The minimal goal percentages for the DoD can be found at the website https://www.sba.gov/document/support--agency-contracting-goals.
3.0 Step 2: Evaluate Factor 1 – Professional Employee Compensation Plan (PECP) and IDIQ Pricing Sheet and Factor 2 – Small Business Commitment Document (SBCD)
3.1 The Government will rate factors 1 and 2 overall ratings of “Acceptable” or “Unacceptable”.
Both factor 1 and 2 mush receive an “Acceptable” rating. If either factor receives and “Unacceptable” rating, the Offeror will be ineligible for award. If the Offeror’s submission is deemed acceptable, the Offeror will be notified via email and will move to Step 3. If the Offeror is deemed unacceptable or non-responsive, the Offeror will be notified via email of its unacceptability or non-responsiveness, the proposal will not be evaluated further, and that the Offeror will not move on to step 3.
3.2 Price Reasonableness of Ceiling Price Rates for the IDIQ Contract:
If the price for one or more labor category ceiling rates is deemed not to be fair and reasonable, the proposal shall be ineligible for award and not further evaluated. Offerors should note that the ceiling rate for a given labor category is the highest price permitted for a given labor category under the awarded contract. The ceiling rate sets the upper boundary for post award pricing based on price reasonableness. Price competition is expected in post award competitions for task orders under the IDIQ contract and price reasonableness will be evaluated on all task orders.
Factor 1 and will be rated based on the ratings in the table below:
Factor 1 – PECP Ratings (Table 1) Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
3.3 Factor 2: Small Business Commitment Document (SBCD) – (Applicable to all Offerors)
The Government will evaluate the extent of the Offerors commitment stated in the SBCD to use small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, women-owned small business concerns (as defined in the clause at FAR 52.219-8), and https://www.sba.gov/document/support--agency-contracting-goals https://www.sba.gov/document/support--agency-contracting-goals

non-traditional small businesses as subcontractors. The Government will also evaluate the SBCD for the following:
(1) The Small Businesses goals are identified in its proposal and how it will meet the goals
(2) How it will utilize Small Businesses and Non-traditional Small Businesses (NTSB).
• The Government will evaluate the Offerors detailed plan to incorporate the use of NTSBs and its plan to assist the NTSBs to become Government contractors (SAM registration, RFP process, intricacies of Government contracting, applicable regulations, points of contact, etc.)
• How it will allocate tasks to SBs and NTSBs;
(3) The realism of the proposal meeting the minimum Small Business subcontracting goals referenced in paragraph 2.2.1.4 in Attachment 1.
3.4 The Government will evaluate an Offerors written Small Business Commitment Document (SBCD) and judge it as Acceptable when the Government is persuaded the Offeror is committed to utilize small businesses and non-traditional small businesses (to include assisting non-traditional small businesses become Government contractors) to the maximum extent practicable.
Factor 2 – SBCD Ratings (Table 2) Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
4.0 Step 3: Technical Submission
4.1 Scenario Solution
The Government will evaluate the written Offeror’s scenario solution, oral presentation slides and technical approach to the PWS. Evaluation of the Offerors written presentation will be of the proposed strategic approach, methodology, and understanding of the PWS tasks and scenario.
The Government will evaluate the Offerors use of industry best practices in its proposed strategy.
The Government will evaluate the Offerors proposed outcomes, challenges, assumptions, and alignment (if any) to DoD Enterprise Standards. The Government will evaluate the offers ability to demonstrate and defend its strategy and the strategy’s realism based on the data provided to support its outcomes and recommendation(s). Technical Capability will be evaluated in accordance with table three (3) based on the Offeror’s solution to the Government provided technical scenario. The scenario shall be provided to all Offerors who have received an acceptable rating on steps one (1) and two (2). The scenario solution must be submitted by the date and time provided to all Offerors in table one (1) of attachment one (1) which received a compliant or acceptable rating on the binary (compliant/non-compliant or acceptable/unacceptable rated) factors. The Offeror’s solution will be evaluated in terms of the level of analysis described in Technical Scenario that will be released prior to initiating step three (3). Offeror’s shall provide an oral presentation provided by the key personnel that developed the solution and the program manager which shall be employed on any contract awarded. Offerors will be provided a notice of the date and time of the oral presentation. This presentation shall be used to explicate their scenario solution. The Government may ask

questions to better understand the scenario solution. The oral presentation is not an opportunity for the Offeror to change its proposal. There are two major technical areas Offerors must address in their scenario are:
**Intentionally left blank and will be released on step three of the scenario.
The Government will evaluate an Offeror’s Scenario Solution and rate it based on the combined Technical/Risk table below:
Factor 3 – Scenario (Table 3) Adjectival Rating Description Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of un-successful performance is unacceptable. Proposal is un-awardable.
