Our objective is to conduct a streamlined and meaningful evaluation of a reasonable number of proposals both at the IDIQ and delivery order level.
Proposed Instruction:
The government anticipates awarding approximately 5 IDIQs in each of the socioeconomic categories and the small business category and will only make awards to vendors in one category. Vendors shall determine the category under which to submit their proposal.
Rationale: We are proposing this approach to enable a greater variety of vendors per category and to ensure a reasonable number of vendors per category to make delivery order competitions meaningful.
Proposed Evaluation Factors:
Advisory Downselect:
We are planning to include an advisory downselect and would like your feedback on what industry would find meaningful. This would be advisory, so price wouldn’t be a factor. Some factors DHS is considering are requiring particular industry certifications such as ISO 9001:2015 certification, Open Trusted Technology Provider (O-TTPS), or a particular level of reseller certification, such as Platinum.
Phase II Factors:
For the Phase II factors, we are proposing the same factors that were used in FirstSource II, but with a streamlined approach. We would like to hear what you think about the factors, the questions we’re asking within the factors and the approach itself (brief responses to targeted questions).
Factor 1: Demonstrated Prior Experience
The Offeror shall submit a written response in PDF format that addresses the four questions below. Responses shall not exceed the word count specified. Information that exceeds the word count will not be considered.
The Offeror shall provide sufficient information for the Government to determine its level of confidence regarding the Offeror’s experience as it aligns to the requirements of the RFP, based on an assessment of Offeror’s response to the five questions below. Customers of similar size means any government, non profit or corporate customer for whom you have provided supplies or services.

Factor 2: Ability to Achieve Results

What relationships do you have with Original Equipment Manufacturers (OEMs) and other companies? What OEM reseller certifications (Premium Partner, Platinum Reseller, etc.) do you have and for what companies?

2 DHS wants to ensure the right product is delivered on time.
What is your delivery process? How do your distribution channels work?
What is your production and throughput capacity? Do you have defined processes to ensure high levels of customer satisfaction, and defined processes for corrective actions?

3 DHS wants to ensure that its contractors are compliant with reporting requirements and accountable for the funding they receive.
How will you plan, execute, track, and report Delivery Orders issued under FirstSource III?

4 DHS wants a Contractor Program Manager as key personnel.
How will the proposed key personnel (Contractor Program Manager) leverage its experience, education and certifications to achieve results on a contract of this size, scope, and complexity?
Factor 3: Past Performance
3 pages + questionnaires (questionnaires not included in page count)
The contractor shall provide Past Performance information indicating how well they have performed on recent and relevant projects. The contractor shall provide 3 examples of 1 page each and ensure the points of contact for those examples provide a copy of Attachment X- Past Performance Questionnaire.
For each Past Performance statement, the offeror shall include: the project title, brief project description, the agency (or company), contract number, contract type, contract value, period of performance, point of contact (POC) and contact information for the POC. The narrative shall highlight the company's role and how well they performed in the effort.
Each Past Performance statement shall be no more than 1 page, shall not be older than three (3) years from the date of the Quotation submission, and may include active contracts. Each example shall be from a different contract. The examples provided shall be as a prime contractor or first-tier subcontractor on previous or current projects/tasks that are similar in size, scope, and complexity to the work identified in this SOW. Past Performance does not necessarily have to be Government-related; but it is important to demonstrate and provide evidence of past performance for work similar in size, scope, and complexity to that described in this RFP. The offeror shall identify any performance problems/issues/challenges arising out of the referenced example and clearly describe management actions implemented to overcome problems and the effects of those actions, in terms of improvements achieved or problems solved.
The Government may contact the points-of-contact provided in the examples to verify the validity of the information the offeror provides in "Attachment 1 – Past Performance." The Government also reserves the right to use publicly available reports and date from the Contractor Performance Assessment Rating System (CPARS) found on the web at http://www.cpars.gov.
The Government may also use present and/or past performance data obtained from a variety of sources, not just those contracts identified by the offeror.
Factor 4: Price
Offerors will be provided with sample tasks to complete and a total evaluated price will be developed. It is anticipated that there will be three sample tasks that are representative of the most common delivery orders based DHS’s history with FirstSource and FirstSource II.
