About this file

This document is a specifications package for a federal construction contract to install vehicle lifts at Fort Simcoe Job Corps Civilian Conservation Center in White Swan, Washington. The project requires removal of existing vehicle lifts and installation of three government-furnished lifts in the Auto Repair Shop building, including concrete slab demolition and reinforced concrete installation per specifications, as well as modification or installation of electrical branch circuits, wiring, conduit, breakers, disconnects, pneumatic shop air system connections, anchors, and testing of new lifts. Work hours are 8:00 AM to 4:30 PM Monday through Friday, with a pre-construction conference required within 10 days of award and bonds due 10 days after award. The contract includes a single Base Item (B121 Install Government Furnished Lifts) measured as a lump sum, with action and informational submittals due 12 days after Notice to Proceed and weekly progress reports required thereafter. All work must comply with ICC codes, NFPA standards, ABA accessibility standards, and manufacturer instructions, with electrical work performed by state-licensed electricians or apprentices under direct supervision. The project is exempt from state permitting but requires third-party inspection by a state-licensed or ICC-certified inspector at the contractor's expense.

The specifications sections address general requirements, cutting and patching, selective demolition, cast-in-place concrete (Class C, 4500 psi minimum), general-service compressed-air piping (copper or galvanized steel with flexible connectors to lifts), and electrical work including raceways, conductors, and support installation. Lead paint considerations apply given the age of existing structures, requiring lead-safe work practices. Closeout procedures mandate substantial completion inspection, punch list completion, final cleaning, and contract release within 10 days of CO acceptance. The contracting officer will determine which deficiencies identified during inspection must be corrected. No optional items or set-asides are indicated, and all pricing must be provided for the specified work scope.

The Government may direct the General Construction Contractor to actually perform the cutting and patching.

C. If the Project does not involve a General Construction Contractor, cutting and patching shall be the responsibility of the Separate Prime Contractor whose work requires the cutting. The Contractor shall employ competent individuals, approved by the Government, to do the cutting and patching.

1.2 SUBMITTALS

D. Where patching occurs in a smooth painted surface, the final paint coat shall be extended over entire wall plane (wall corner to corner) containing the patch. The patched area itself shall receive a primer and second coat.

E. Where the removal of walls or partitions extends from the new space into another existing space, the floor and wall surfaces in the new space shall be patched and repaired to provide an even surface of uniform color and appearance. If uniform color and appearance cannot be achieved, the existing floor and wall coverings in the existing space shall be removed and replaced with new materials.

F. Existing ceilings shall be patched, repaired, or re-hung as necessary to provide an even plane surface of uniform appearance.
