Section A: General Contract Information

Project/Program Name: Freezgard Cl Plus (Magnesium Chloride Liquid Deicer)

Section B: Description of the Supplies/Services Required

The 92d Civil Engineer Squadron (CES) has a brand name requirment for 20,000 gallons of Freezgard Cl Plus (Magnesium Chloride Street Deicer). Freezgard Cl Plus is required to maintain base streets during winter operations.

Section C: Justification for Soliciting from a Single Source or Brand Name

The removal of snow and ice from runways, taxiways, parking ramps, and, base streets is a mission critical requirement at Fairchild AFB. The Government must be able to maintain the runway at all times to support mission requirements. The Magnesium Chloride Street Deicer (Freezgard Cl Plus) has a chemical composition that is unique to the brand and manufacturer.

The purchase and use of the Freezgard Cl Plus is necessary to meet our needs for the following reasons.

(A) Air Force Instruction (AFI 32-1001, Snow and Ice Control, is the governing instruction for all installation snow control operations. The Air force Civil Engineer Center (AFCEC) Operations is the authoring agency for the AFI. This instruction provides guidelines for the Air Force Snow and Ice Control Plan. The local Civil Engineer unit is responsible for executing this plan and are considered the subject matter experts on the installation's needs for both airfield and street side operations. The plan requires the knowledge and familiarity with products that will work best for the locality's snow and ice control. There are a variety of products available in the market place for Snow and Ice Control (SNIC). However, not all products work the same. While they must be formulated in accordance with Society of Automotive Engineer (SAE) standards, manufacturers do not recommend mixing different brands and can not guarantee that performance will be the same if done. Additionally, there is a lack of warranty from manufacturer for the safety of their product if it is mixed with another manufacturer. Companies do not recommend and will not guarantee the compatibility, storage safety, toxicity, handling procedures, and performance if mixed with another product.

(B) Over the past 1 O years Fairchild has purchased and utilized Freezgard Cl Plus Liquid Deicer for snow and ice control. 92 CES utilizes one 30,000 gallon above ground tank for storage of the liquid deicer. Additionally, there are two (2) 1.000 gallon tank trucks that are used for the distribution of the deicer during winter operations. Currendy, there is a 13,500 gallon supply of GMCO Corporations Freezgard Cl Plus contained in the storage tank. The current supply levels limits the number of sources/ manufactuers that provide the same chemical composition for the product. The purchase of a different deicer product would lead to the mixing of fluids of different compositions and could cause a chemical reaction that would damage the storage tanks as well as the trucks. The use of anther product would inevitably cause damage to the storage tank and trucks. This would result in disruption of 92 CES's Snow and Ice Control operations. Furthermore, the damage of Fairchild AFB's property would not be covered by the manufacturer if the recommendations for the safety of their product was not followed, thus causing unnecessary incurred costs by the government.

Section D: Efforts to Obtain Competition

Research was conducted to determine if any products other than FreezGard Cl Plus could be mixed with the FreezGard currently in the tanks by contacting multiple manufacturers that meet the SAE standards. All three (3) manufacturers (GMCO Corporation, Compass Minerals, & Envirotech Services) did not recommend mixing different products due to differences in concentrations between each of the brands. They each stated that mixing concentration levels could decrease the effectiveness of the deicer
