1. DESCRIPTION OF SERVCES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide motorcycle safety training to military at Tyndall Air Force Base, Florida and 325 FW military personnel assigned to Eglin Air Force Base. Other Department of Defense (DoD) personnel, retirees, dependents, and Air Force civilian personnel operating motorcycles may attend training classes on a space available basis at no additional cost to the Government. The list or personnel trained will be provided by the contractor to the 325 FW Occupational Safety office (325 FW/SEO) within 1 week of training completion.

1.1. BASIC SERVICES. Motorcycle safety training shall be provided in accordance with (IAW) Department of Defense Instruction (DODI) 6055.4 and AFI 91-207, the training shall be Advanced Rider Course (ARC) and Basic Rider Course (BRC). All instructors providing Motorcycle Safety Foundation (MSF)-related motorcycle safety training must be MSF-certified instructors.

The contractor shall provide the required ratio of instructor(s) to the provided number of students in accordance with the MSF requirements. The number of students required to hold a class will be between four and eleven students. If at least four students are not registered for a class, students awaiting instruction will be pushed to the next available training date. The contractor shall conduct training based on personnel signed up on the contractor’s website.

The contractor shall provide a roster of students scheduled to attend and a roster of students who successfully complete the course to 325 FW/SEO. Personnel that signed up for the training but failed to attend the course will also be identified on the roster. All MSF training will be conducted off base and the contractor shall provide classroom facilities equipped with the audio/video equipment necessary for instruction and a motorcycle range IAW MSF criteria.

1.2. SPECIAL REQUIREMENTS. The contractor shall provide the approved and corresponding MSF cards for the course (ARC or BRC) as proof of completion for those students who have successfully finished the course. Invoices shall be submitted upon completion of each ARC and BRC course with supporting documentation containing the course roster.

Canceled classes. Notification of canceled classes shall be provided no less than 3 days prior to the course date. Canceled courses shall be re-scheduled at the earliest convenience by agreement of both parties.

4. GENERAL INFORMATION.

4.1 SECURITY REQUIREMENTS. N/A

4.2 QUALITY CONTROL. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

4.3 QUALITY ASSURANCE. N/A

4.4 PHYSICAL SECURITY. N/A

4.5. HOURS OFOPERATION.

4.5.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: 0700-1600, EXCEPT FEDERAL HOLIDAYS. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.

4.5.2. Recognized Holidays. The contractor is not to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, and Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

4.5.3. CONSERVATION OF UTILITIES. N/A

4.6. RECORDS. IAW the MSF and Air Force Safety Center agreement, Tyndall must maintain records of students. Therefore, require the instructor to supply accurate records that include:

1. (1) Contact information for each student completing or partially completing the course will include as a minimum: full name, mailing address, email, telephone, (2) whether the student passed, failed, left early, or was counseled out, and (3) test score for knowledge and Skills evaluation.

2. For each class: (1) date of class; (2) type of class; (3) number of students; (4) roster of students; and (5) names of Rider Coach (es)

3. Incident reports and waiver/indemnification forms.

4.7. ENVIRONMENTAL CONTROLS:

4.7.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the Contracting Officer pursuant to notice requirements and negotiate a modification to the contract.

4.8. GOVERNMENT OBSERVATIONS.

4.8.1. Government personnel, other than contracting officers (COs) and quality assurance personnel (QAPs), may from time-to-time, with CO coordination, observe contractor operations.

However, these personnel may not interfere with contractor performance or make any changes to the contract.

4.9. SAFETY REQUIREMENTS. In performing work under this contract, the contractor shall:

4.9.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

4.9.2. Take such additional immediate precautions as the contracting officer may reasonably require for safety and mishap prevention purposes.

4.9.3. Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

4.9.4. Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

4.9.5. Record and report promptly (within one hour) to the contracting officer or designated government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

4.9.6. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

4.9.7. If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

4.10. SPECIAL QUALIFICATIONS Each instructor must be certified to instruct the BRC and

ARC.

4.11. TRAINING. Each instructor must be certified through the Motorcycle Safety Foundation.

4.12. TRAVEL. Travel is expected in the execution of this PWS and is included in the contract with no additional reimbursement from the Government.

4.13. PRIVACY ACT INFORMATION. Tasks under this contract may involve the use of information subject to Provisions of the Privacy Act of 1974. The contractor shall ensure that contractors assigned to this task understand and adhere to the Privacy Act of 1974. The user agency will identify such information and provide specific direction and guidance concerning the safeguarding of such information. The contract staff may be required to read, sign, and adhere to the appropriate nondisclosure requirements.
