About this file

This is a Single Source Justification form for a simplified acquisition from the 140th MSG/MSC for TDY Launch Kits (Purchase Request W50S6V25Q0003). The requirement is to provide the 140th Maintenance Group Weapons loaders with new tools and shelves for building TDY/Deployment Launch Kits to support launch and recovery operations while minimizing footprint.

The justification specifies Snap-on tools as the required brand due to warranty coverage and the need to maintain standardized Consolidated Tool Kits (CTK) in accordance with Air Force Instruction 21-101. While market research through internet searches and GSAadvantage! identified multiple authorized Snap-on resellers capable of providing the tools and toolboxes, the justification maintains that using different vendors would cause mismatched tools and complications with the spare tool/broken tool program. The contract value is listed as TBD, and the contracting officer's determination is dated 12/7/2024. The document indicates future requirements will be reviewed for potential competition if maintenance regulations or market conditions change.

TBD

The objective of this project is to provide the 140th Maintenance Group Weapons loaders with new tools and shelves.

These tools are required to build TDY/Deployment Launch Kits to support launch and recovery operations while minimizing footprint

After conducting market research through internet searches and through GSAadvantage! it was determined that there are authorized resellers for snap-on tools that are capable of providing the tools and toolboxes being requested. Additionally, there are sufficient vendors to allow for a reasonable amount of competition.

If similar requirements should come, up a review will be done with government regulations and in the market to see if it can allow for maximum competition. Research will be done to see if there are changes made to the maintenance regulations that could allow for different brands and research will also be done in the market to ensure there are sufficient

The section currently uses snap-on tools due to the warranty that is offered. If different vendors are utilized it will cause mismatched tools and add unnecessary complication to the spare tool/broken tool program. Mismatched tools are an issue that shall be avoided in accordance with Department of the Air Force Instruction 21-101 Para 8.3.4 stating "CTK contents will be standardized to the maximum extent possible within functional elements of a squadron that have similar missions." CTK stands for Consolidated Tool Kits. Considering the reasoning provided, it provides justification to why this requirement must be limited for a specific brand name.
