About this file

This document is an Evaluation Factors attachment for Solicitation FA441925Q0029, detailing the government's methodology for evaluating quotes for a 40K Heavy Duty Truck Dolly. The solicitation employs three primary evaluation factors: Price (determined by CLIN 0001's total evaluated price), Technical Acceptability (assessing whether the vendor's quoted item meets salient characteristics), and Brand Name or Equal Product (evaluating compliance with Big D's Fabrication Truck Trolley specifications). The government will award the contract to the responsible offeror whose offer is most advantageous, with the expectation of selecting the technically acceptable quote with the lowest evaluated price.

Key procedural details include evaluating the two lowest quotes against technical requirements, rating them as either "acceptable" or "unacceptable", and requiring detailed documentation for any "equal" product proposals. Notably, the solicitation includes a caveat that funds are not currently available, and the government reserves the right to cancel the solicitation before or after the closing date without reimbursing offerors' costs. Offerors proposing an alternative to the Big D's Fabrication brand must provide clear evidence of equivalence to the specified salient characteristics, with failure to do so potentially resulting in the offer being deemed technically unacceptable.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES

(Jan 2025)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1. Price

2. Technical Acceptability

3. Brand Name or Equal Product

(End of provision) ADDENDUM

Most advantageous to the Government is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1: Price

(a)The total evaluated price will be determined by the total of CLIN 0001 Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3. No telephonic responses will be processed.

Factor 2: Technical Acceptability

(a) The purpose of the technical factor is to assess whether the vendor’s quoted item meets all the provided salient characteristics for the required item. The two lowest vendors’ quotes will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”

(b) Rating Description: “Acceptable” - Quote clearly meets the items specifications of the solicitation. “Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation. The quote will be determined technically acceptable if it reflects the salient physical, functional, or performance characteristics specified by the customer. If one or both two lowest quotes are determined to be “Unacceptable”, the next lowest quotes will be evaluated. The next lowest quotes will be evaluated until there are two acceptable quotes. If there is only one acceptable quote, an award will be made to that Small Business concern.

Factor 3: Brand Name or Equal Product

(a) The Government will evaluate whether the proposed truck trolley meets the brand name (Big D’s Fabrication) or equal requirement. Offerors proposing an “equal” product must provide clear evidence that their product satisfies the salient characteristics provided in the Attachment 5.

(b) Offers proposing the brand name product (Big D’s Fabrication Truck Trolley) will be evaluated to confirm the product matches the specified model and characteristics.

(c) Offers proposing an “equal” product MUST include detailed documentation demonstrating equivalence to the salient characteristics referenced in Attachment 5. Failure to provide adequate documentation may result in the offer being deemed technically unacceptable.

NOTES:

O erors are responsible for ensuring their proposals include all necessary documentation to demonstrate compliance with the solicitation requirements.

“Notice to O eror(s)/Supplier(s): Funds are not presently available for this e ort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an o eror for any costs.”
