About this file

This is a supplement to the Indian Economic Enterprise (IEE) set-aside requirements for Solicitation 140A2326Q0259, issued by the Department of the Interior Bureau of Indian Affairs Bureau of Indian Education for Dell Pro Tower Plus Desktop equipment. The document establishes mandatory submissions and assurances that offerors must include with their proposals to remain responsive to this Buy Indian set-aside solicitation.

Offerors are required to provide three key submissions: (1) a detailed description of the percentage of work and costs the offeror will perform directly versus subcontract, with subcontracting limitations capped at 50% for supplies and services or up to 75-85% for construction depending on trade type; (2) qualifications of key personnel assigned to the contract, if applicable; and (3) written assurance signed by the offeror confirming compliance with all IEE requirements both at contract award and upon successful completion before acceptance of work or product. Failure to provide the required information in sections (c) and (d) will result in the Contracting Officer finding the offer non-responsive and rejecting it. The template provided allows offerors to indicate whether subcontracting is required and, if so, to specify the percentage split between the IEE prime contractor and non-IEE subcontractors.
