About this file

This is a Cost Proposal attachment for a Request for Proposal issued by Montana State University Northern for professional services to conduct a comprehensive feasibility study for the development of an undergraduate meat processing program. The RFP opened on March 9, 2026 at 2:00 PM MDT and closes on April 21, 2026 at 2:00 PM MDT, with questions due by March 24, 2026. The feasibility study scope encompasses market research and analysis with three primary objectives: evaluating Montana-based meat processing market labor needs and employment sustainability, assessing student demand and enrollment sustainability based on Montana demographics and expressed interest, and evaluating best practices in meat processing education from other states. Qualified offerors must demonstrate prior experience with similar feasibility studies and market research services within the last three years, supported by a minimum of three professional references.

Pricing is structured on a fixed-price basis for the entire feasibility study with all associated costs, including travel expenses, fully disclosed in proposals. Payment terms are Net 30. The RFP does not specify a budget range or award value; contractors submit fixed-price proposals with all costs disclosed upfront. No set-aside designations or restrictions limiting participation to particular organization types exist, making the opportunity open to qualified contractors from any sector. However, offerors demonstrating compliance with Montana Executive Order No. 12-2016 regarding equal pay for Montana women through wage transparency best practices will receive a 5 percent bonus in scoring. The University reserves the right to request audited financial statements for the three years preceding the RFP issuance to confirm financial stability. No incumbent vendors or current contractors are identified in the procurement documentation.
