About this file
This is a contractor compliance statement attachment required for submission to Request for Quotation (RFQ) 11316026Q0028OAS issued by the Executive Office of the President, Office of Administration for Brand Name Victim Rescue Units Plus (VRU+).
The attachment requires contractors to make three binding certifications addressing Executive Order 14173 (Ending Illegal Discrimination and Restoring Merit-Based Opportunity, effective January 21, 2025). Contractors must affirm: (1) that compliance with all applicable Federal anti-discrimination laws is material to the government's payment decisions under 31 U.S.C. § 3729(b)(4); (2) that the contractor does not operate any Diversity, Equity, and Inclusion (DEI) programs that violate applicable Federal anti-discrimination laws; and (3) that the contractor understands compliance with Federal anti-discrimination laws does not impact lawful employment and contracting preferences for veterans or persons protected by the Randolph-Sheppard Act. Contractors must complete and return this statement with their proposal submission to be considered compliant with the RFQ requirements. This attachment is one of three required documents, along with a Non-Disclosure Agreement and an optional Pricing Worksheet.
