About this file
This is a combined synopsis/solicitation for commercial products and services to create and administer an online Summer Electronic Benefits Transfer (EBT) application on behalf of states and tribal organizations. The application is expected to be analogous to existing National School Lunch Program applications and allow states to determine participant eligibility, maintain eligibility lists, and process and distribute EBT cards to eligible children. Alternatively, vendors can provide a quote to administer and support an application currently in development by United States Digital Response. The Department of Agriculture's Food and Nutrition Service is the responsible agency. The performance work statement, commercial clauses, quality assurance plan, and vendor questions matrix are included as attachments.
