Attachment # 1 CLS
Basic Services: Rose Barracks Vilseck: The Contractor shall mow and trim grass, cut trees and bushes, etc. on improved grounds.
Tower Barracks: The Contractor shall mow and trim grass on approximately 150 hectares (370 acres) semi-improved/improved grounds.
In accordance with the task orders as issued by the Contracting Officer and provided by the Contracting Officer’s Representative (COR).
The Contractor shall maintain various densely planted areas within Rose Barracks Vilseck and Tower Barracks Grafenwoehr consisting of Main Post and Field Camps regularly. These areas are planted with ground covers, bushes and trees, and almost all are covered with wood chips. Scope of work includes loosening of the cover material (wood chips) or top soil, removal of weed and its roots; trimming and pruning of dry or dead sprouts at trees and bushes; removal of stones/trash and all other foreign matters;
removal of weeds along curb stones; trimming of all plants along borders of plant areas with approx. 20 degree of the vertical line to the inside. No plants shall hang out over the border. As directed by the COR, the Contractor shall cut ground covers horizontally.
Border lines in grounds must be clearly visible through making a furrow. The COR will show the lines if they are not existing anymore. The Contractor shall load all accumulated weeds and other organic material, transport off-post, and dispose of in accordance with applicable German laws, rules, regulations. Contractor shall clean up asphalt or walkway areas if they get dirty through maintenance.
1.1 Task Quantity – Capacity:
1.1.1 Task 1: Capacity
The Contractor must have the capacity to mow all areas at Rose Barracks and Tower Barracks including the capacity to pick-up immediately after mowing, transport off-post, and dispose of grass in accordance with applicable German laws, rules, regulations.
Rose Barracks: Prior to unexpected VIP Visits, the Contractor must have the capacity, after call, to mow approx. 70,000 square meters grass, (Area 600), within two (2) work days.
Housing Area incl. Fitzthum Village, capacity to mow approximately 150,000 square meters and 28,500 square meters ditches and slopes, within two (2) work days.
Tower Barracks: Prior to unexpected VIP Visits, rotation of training units, or other reasons, informed through the COR, the Contractor must have the capacity to mow approximately 700,000 square meters grass, (Airfield, Camp Aachen, Camp Algier, VIP road) within five
(5) work days. The Airfield has to be mowed within two (2) work days prior the aircraft traffic.
Densely planted areas: Prior to unexpected VIP Visits, the Contractor must have the capacity to maintain approximately 10,000 square meters densely planted areas within five (5) work days.
1.1.2 Task 2: Areas Capacity
The Contractor must have the capacity to mow these areas, pick-up, transport off-post, and dispose of grass in accordance with applicable German laws, rules, regulations:
- Area 200 & 300, to mow approximately 95,500 square meters, within two (2) work days.
- Area 200 & 300, Unit responsibility Areas, to mow approx. 14,000 square meters, within one (1) work day.
- Area 200 & 300, slopes & ditches, to mow approx. 5,200 square meters, within two (2) work days.
- Main Roads, to mow approximately 206,500 square meters, within three (3) work days.
- Main Roads, slopes & ditches, to mow approximately 72,000 square meters, within four
(4) work days.
- Sports Fields with surrounding, appr. 127,300 square meters, within two (2) work days.
- CDC Complex (Bldg 2234), to mow approx. 3,000 square meters, within one (1) work day.
- SAS Complex (Bldg # 2237), to mow approx. 6,900 square meters within one (1) work day.
- Planted Areas (trees, bushes etc.), within two (2) weeks.
- Densely Planted Areas, within five (5) days.
- PT-Station, approx. 3,000 square meters within one (1) work day.
- Perimeter fence, approximately 31,000 square meters, within four (4) work days.
- Ammunition Bunkers at ASA # 1 to mow approx. 10,500 square meters within one (1) work day.
- Two (2) earth walls at ASA # 1 to mow approx. 18,500 square meters within one (1) work day.
- Flat areas at ASA # 1 to mow approx. 140,500 square meters within one (1) work day.
- Ditches & slopes at ASA # 1 to mow approx. 56,100 square meters within one (1) work day.
- Ammunition Bunkers at ASA # 1, Section # 4 to mow approx. 24,700 square meters within two (2) work days
- Two (2) earth walls at ASA # 1, Section # 4 to mow approx. 18,500 square meters within two (2) work days.
- Flat areas at ASA # 1, Section # 4 to mow approx. 38,000 square meters within one (1) work day.
- Ditches & slopes at ASA # 1, Section # 4 to mow approx. 13,900 square meters within one (1) work day.
1.1.3 Task 3: Continuity of Mowing and Trimming Operations
When mowing operations are started within any area, they shall be pursued in a diligent manner to ensure timely completion of the area. Mowing and trimming operations within any area shall be conducted to provide a uniform appearance of the area. Once an area is started it shall be carried on continually, during the Contractor’s regular hours, until the area is complete. Mowing and trimming operations shall not exceed two (2) working days in any assigned area unless specified otherwise.
1.1.4 Task 4: Uniformity
The Contractor shall ensure that all mowing areas have a uniform appearance. All mowing areas which do not have a uniform appearance at the completion of mowing and trimming shall be mowed again in order to achieve a uniform appearance and conformity within specifications at no additional cost to the Government as directed by the COR.
1.1.5. Task 5: Damaged Grounds
The Contractor shall obtain the concurrence of the COR prior to mowing, or discontinue mowing in any assigned area, when equipment causes rutting, soil compaction, or scalped areas due to wet or soft grounds. The Contractor shall discontinue mowing operations during periods of excessive rainfall. Exceptions to this condition shall be at the direction of the COR, otherwise the Contractor shall be liable for repair of all damaged areas.
1.1.6. Task 6: Frost
The Contractor shall not start mowing operations in any assigned area when the grass is covered by frost. Exceptions to this condition shall be at the direction of the COR.
1.1.7. Task 7: Task Orders (Standard Form SF1449)
The Contractor shall be required to accomplish all assignments in accordance with the Task Order (TO). The TO will be provided by the COR approximately one (1) week prior to the beginning of the following work cycle. The TOs are subject to change, including deletions at the discretion of the Contracting Officer. Changes shall also include the option of issuing one (1) additional TO per week by the Contracting Officer, but typically not more than two (2) TOs per week.
1.1.8. Task 8: Inspection
The Contractor shall notify the COR for inspection and acceptance of an area within 24 hours after assigned work has been completed.
1.1.9. Task 9: Communication
The Project Manager and his foreman must be in possession of a personal mobile phone in order for the Contracting Officer / COR to call or send messages whenever necessary.
1.1.10 Task 10: Policing
Mowing is also required in case of the presence of trash and small limbs (up to 10 cm in diameter). However, the Contractor shall be responsible for the policing of each mowing area prior to mowing. Debris to be policed by the Contractor shall include all paper, wire, bottles, glass, stones, plastic, small limbs, broken branches, and other debris. Policed debris shall be disposed of in trash containers located within the area. The Government is not responsible for any damages caused by mowing on contractor’s equipment or other damages/accidents.
It must be considered that some grass areas may not be thoroughly clean / free of occupants’ property (e. g. furniture, hoses, toys etc.). In these instances, occupants’ property shall not be moved and the areas not free of occupants’ property shall not be mowed. The Contractor shall notify the COR if occupants' property interferes with performance.
NOTE: In the event there is garbage on the lawn, the Contractor shall notify the COR prior to starting and shall not mow over garbage on lawn areas.
1.1.11 Task 11: Pollution
The Contractor shall mow areas such as lawns and shrubs that may have dog droppings present.
1.1.12 Task 12: Leaf
If it is not possible to mow over leaves on the ground, the Contractor shall collect fallen leaves sufficient to allow for mowing, but shall not consider the service as leaf raking.
1.1.13 Task 13: Weed control around Buildings
Weeds that are present at the base around the buildings must be removed, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
1.1.14 Task 14: Excessive Rainfall
The Contractor shall discontinue mowing operations during periods of excessive rainfall.
Exceptions to this condition shall be at the direction of the Contracting Officer or his authorized representative, otherwise the Contractor shall be liable for repair of all damaged areas.
1.1.15 Task 15: Frequencies of Mowing
Tower Barracks, Semi-Improved Grounds: two (2) to three (3) each cuts, as prescribed in Paragraph 5.2, 5.4. Improved Grounds: five (5) to eight (8) cuts (Netzaberg).
NOTE: Especially in the Field Camps, but also at any other applicable area as well, some training units or other Government personnel may mow the grass within their assigned areas. Therefore the mowing areas may be discontinuous, and the task orders may be made for parts of the field camps only.
1.1.16 Task 16: Frequencies of Maintenance
Rose Barracks, the Contractor shall maintain the entire densely planted areas between two (2) to three (3) times a year, in May, July and September/October as required by Task Order.
Tower Barracks, the Contractor shall maintain the entire densely planted areas twice a year, in May/June, and September/October. The high traffic area, approximately 10,000sqm up to four (4) times as required by Task Order.
1.1.17 Task 17: Spread out of bark chips to densely planted areas After maintenance of planted areas, the Contractor shall provide and spread out bark chips. DPW Rose Barracks Vilseck does NOT provide bark chips or similar material.
DPW Tower Barracks will provide the bark chips or similar material. The Contractor shall load the material at the DPW material yard, transport to the subject densely planted areas and spread out the wood chips in a uniform layer of approximately seven (7) to 10 centimeter thickness. Maintain gap between wood chips and tree trunks. In case the Contractor needs to dump the material temporarily on asphalt or walkway areas, the Contractor shall clean up afterwards.
1.1.18 Task 18: Continuity of Maintenance
As prescribed in Para 1.1.3
2.1 Mowing and Trimming Work
2.1.1 Task 1: Mowing work on open semi-improved/improved grounds:
Grass to be cut may be higher than 30 cm; Contractor shall remove all cut grass, transport off-post, and dispose of in accordance with applicable German laws, rules, regulations. Mowing around buildings, barracks at field camps (Camp Aachen, Algier, Normandy), Airfield, Netzaberg, recreation facilities, and water retention basins, slopes, ditches, and road shoulders shall be maintained between six (6) to eight (8) cm or other height as directed by the COR.
2.1.2 Task 2: Mowing work on slopes/ditches semi-improved/improved grounds:
Grass to be cut may be higher than 30 cm; Contractor shall remove all cut grass, transport off-post, and dispose of in accordance with applicable German laws, rules, regulations. Mowing height on areas with slopes, ditches and road shoulders shall be maintained between six (6) to eight (8) cm.
2.1.3 Task 3: Road Shoulders:
Road shoulders shall be mowed up to the next fence line or forest edge.
2.1.4 Task 4: Clearing of Perimeter Fence:
Grass outside of perimeter fence shall be mowed out to a distance of 3.6 m.
2.1.5 Task 5: Cutting of unwanted bushes from fence lines:
Bushes and trees, diameter up to 10 cm, shall be cut to the ground. Also in between the fence growth has to be removed. The Contractor has to remove all excessive pruning wood from the area, transport off-post, and dispose of in accordance with all applicable
German laws, rules, regulations. If the Contractor has adequate equipment, and with the approval of the COR, pruning wood can be chopped on site and distributed within the area instead of disposing of it off-post.
Continuity of work. Clearing and brushwood removal shall not exceed three (3) working days in any assigned area, except during inclement weather.
2.1.6 Task 6: Trimming Work:
The Contractor shall on “mowing and trimming” cut all grass up to the building, trees, utility poles, fences, crash barriers, curbstones, sidewalk, cobblestones or other structures shall be completely mowed and trimmed. Trimming height around buildings and all kind of obstacles shall be maintained between four (4) to six (6) cm. Grass to be cut may be higher than 30 cm; Contractor shall remove all grass-cut remains on the ground. Areas under steps, bleachers, buildings ramps, platforms and other obstacles shall be mowed and trimmed. All grass, weeds and other vegetation along fence lines shall be mowed and trimmed as to correspond with surrounding mowed area. Area around concrete pads, parking lots, parking lot islands, banks, rough terrain and low areas shall be completely mowed and trimmed.
2.1.7 Task 7: Mowing Distance from Objects:
The Contractor shall by each call, on “mowing and trimming,” cut all grass up to the building, trees, utility poles, fences, curbstones sidewalk, cobblestones, crash barriers or other structures shall be completely mowed and trimmed. Trimming height around buildings and other obstacles shall be maintained between four (4) to six (6) cm.
2.1.8 Task 8: Areas
Areas under steps, bleachers, buildings and handicapped ramps, platforms, and other obstacles shall be mowed and trimmed. All grass, weeds and other vegetation along fence lines shall be mowed and trimmed as to correspond with surrounding mowed area.
Area around concrete pads, parking lots, parking lot islands, banks, rough terrain and low areas shall be completely mowed and trimmed.
2.1.9 Task 9: Ditch Lines
The Contractor shall mow and trim all ditch lines within the mowing area each time the area is assigned unless otherwise specified by the COR. Large ditches containing water and small streams shall be trimmed to the water’s edge.
2.1.10 Task 10: Concrete Runoff ditches
Side slopes and drain of paved runoff ditches (cross joints every 30 cm between concrete parts) shall be trimmed during the performance period. On both sides of the runoff ditches the concrete parts have to be trimmed in longitudinal direction also. After trimming, the ditches have to be swept, sand or gravel shall be removed.
2.1.11 Task 11: Removal of grass/weeds at Housing Areas, roads and parking lots Removal of weeds along curbstones and on adjacent cobblestone areas up to 100 cm width. Parking cars may interfere the work, and therefore other approaches may become necessary such as removal by hand (i.e. handwork).
2.1.12 Task 12: Removal of weeds on paved areas
Remove weeds on paved areas at grill stands, recycling centers, and bicycle stands.
Dumpsters at recycling centers have to be moved for weeding and returned thereafter to the original positions. Dumpsters at recycling centers will need to be moved, but occupants’ property on paved areas shall not be moved. The Contractor shall notify the COR if occupants' property interferes with performance.
2.1.13 Task 13: Edging along grass borders
Edging along and above the grass borders and removal of weeds on adjacent cobblestones up to 100 cm width. As prescribed in TE # 13
2.1.14 Task 14: Removal of weeds along curbstones
Removal of weeds along curbstones and above the curbstones. In some areas there are gutter stones. Parking cars may interfere the work, and therefore several approaches may be indicated. Handwork may be required. As prescribed in TE # 11
2.1.15 Task 15: Removal of weeds above curbstones and along/above the grass border stones Removal of weeds above curbstones and along/above the grass border stones and from cracks between curb- and grass border stones. Parking cars may interfere the work, and therefore several approaches may be indicated. Handwork may be required. As prescribed in TE # 12
2.1.16 Task 16: Removal of weeds from cobblestones and border- / curbstones Removal of weeds from cobblestones, between border-stones and curbstones. Parking cars may interfere the work, and therefore several approaches may be indicated.
Handwork may be required. As prescribed in TE # 14
2.1.16 Task 16: Policing. As prescribed in Para 1.1.10
2.1.17 Task 17: Clipping removal. As prescribed in Para 10.1.1
3.1. Mowing and trimming at Sanitary Landfill, Site # 17, DRMO, and Camp Kasserine
3.1.1 Task 1: Mowing Work
As prescribed in Para 2.1.1
3.1.2 Task 2: Trimming Work
As prescribed in Para 2.1.6
3.1.3 Task 3: Concrete Runoff slopes/ditches Sanitary Landfill Side slopes and drain of paved runoff ditches (cross joints every 30 cm between concrete parts) have to be trimmed during the performance period. 3.1.4 Task 4: Policing

4.1 Improved Grounds
4.1.1 Task 1: Mowing of Area 200 & 300, Main Roads
Lawn mowing and weed removal by each service on cobblestones has to be performed up to the building wall, approx. 30% from the mowing area may require handwork and cannot be mowed with large / heavy equipment. The normal height of grass on large and small areas can be expected as an average between seven (7) to 15 cm, not measuring weed growth, or other height as directed by the COR. Upon completion of each service, the grass height shall not exceed four (4) cm (plus / minus 1 cm). Clippings shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
4.1.2 Task 2: Mowing of Sports Fields
Sports Fields may only be mowed with spindle-lawn mower (cylinder Lawn mower) grass-clippings must be picked up, within 24 hours, separately with lawn sweeper, transported off-post, and disposed of off-post in accordance with applicable German laws, rules, regulations.
The normal height of grass can be expected as an average between seven (7) to 15 cm, not measuring weed growth. Upon completion of each service, the grass height shall not exceed four (4) cm (plus / minus 1 cm). Each grass cutting service must be completed by Wednesday.
4.1.3 Task 3: Mowing of Sports Fields surrounding areas
Mowing with grass-clippings collection, transportation off-post, and disposal (on instruction of the COR) of surrounding areas (Sports Fields) shall be in accordance with German laws, rules, regulations. Cutting height four (4) cm (plus / minus 1 cm) upon completion of service.
4.1.4 Task 4: Mowing of surrounding areas, such as embankments and areas planted with trees The majority of work may need to be performed by hand. The normal height of grass can be expected as an average between seven (7) to 40 cm, not measuring weed growth. Cutting height shall not exceed four (4) cm (plus / minus 1 cm) upon completion of service. Upon instruction of the COR, grass-clippings shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
4.1.5 Task 5: Mowing of lawn at the CDC Complex, Bldg 2234
The mowing areas inside/outside the CDC may be 100 % handwork and cannot be mowed with large / heavy equipment. The normal height of grass can be expected as an average between seven (7) to 15 cm, not measuring weed growth. Upon completion of each service, the grass height shall not exceed four (4) cm (plus / minus 1 cm). Grass-clippings shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations. Playground area around CDC is divided into nine (9) sections, separated by a fence. During the performance work, only isolated areas can be maintained where there are no children playing. Inner patios are to be kept free of any weeds.
4.1.6 Task 6: Mowing of lawn at SAS, Bldg 2237
The mowing areas, inside and outside the fence area at the SAS is 60 % handwork and cannot be mowed with large / heavy equipment. The normal height of grass can be expected as an average between seven (7) to 15 cm, not measuring weed growth. Upon completion of each service, the grass height shall not exceed four (4) cm (plus / minus 1 cm).
Grass-clippings shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations. During the performance work, only isolated areas can be maintained where there are no children playing.
4.1.7 Task 7: Mowing of AFH Area
Lawn mowing and weed removal by each service on cobblestones has to be performed up to the building wall, approx. 30% from the mowing area is handwork and cannot be mowed with large / heavy equipment. The normal height of grass on large and small areas can be expected as an average between seven (7) to 15 cm, not measuring weed growth, or other height as directed by the COR. Upon completion of each service, the grass height shall not exceed four (4) cm (plus / minus 1 cm). Clippings shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
4.1.8 Task 8: Vacant houses in the AFH Areas
Cutting lawn within fencing. Weeding along and under the fences, including weed control from patios. Prospective height of the lawn can be up to 150 cm. Width of garden gate: 100 cm, maximum width for lawn mower: 90cm. Mowing is 100% manual work. Clipping has to be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations. Depending on the HSG area the mowing and weeding can vary, from approx. seven (7) sqm to 150 sqm. As prescribed in TE # 6
4.1.9 Task 9: Mowing of embankments
The normal height of grass can be expected as an average between six (6) to 40 cm, not measuring weed growth. Upon completion of each service, the grass height shall not exceed four (4) cm (plus / minus 1 cm). Grass-clippings shall be picked-up, transported off-post, and disposed of (on instruction of the COR) in accordance with applicable German laws, rules, regulations.
4.1.10 Task 10: Mowing of road shoulders
Road shoulders shall be mowed up to the next fence line or forest edge but not exceed ten (10) meters. The normal height of grass can be expected as an average between six (6) - 40 cm, not measuring weed growth.Upon completion of service, the grass height shall not exceed four (4) cm (plus / minus 1 cm). When instructed to do so by the COR, all grass-clippings shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
4.1.11 Task 11: Trimming
Grass shall not extend more than 25 mm onto the immediately adjacent surfaced areas, or exceed 1½ times the height of the immediately adjacent maintained surface at buildings, foundations, fences, base of trees, sign posts, bumper blocks, curbs, curbstones sidewalk or other vertical structural surfaces.
4.1.12 Task 12: Weed Control
By each mowing service the grass/weeds and other refuse must be removed from cobblestones and walkways around buildings as well as gutter and cobblestones, curbstones sidewalk, along streets and parking lots. Because of uneven cobblestones and interference from parked cars, mechanical removal may not be possible for up to 80% of it. Resulting material shall be transported off-post and disposed of in accordance with German laws, rules, regulations. THE USE OF HERBIZIDES IS PROHIBITED!
4.1.13 Task 13: Leaf raking
Leaf Removal - Leaf raking (also around bushes) shall be performed and resulting material picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
4.1.14 Task 14: Verticut of the grass areas
Described as follows, including furnishing of all required materials/supplies: the sport field shall be treated cross-wise with an aerator knife distance of max. 60 mm. Trickle depth will be max three (3) mm. The worked out debris shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
4.1.15 Task 15: Aerification of the grass areas
Described as follows, including furnishing of all required materials/supplies: the number of cuttings shall be min. 200 per sqm. Trickle depth min. 60 mm. Diameter/width of holes approx. 15 mm. The ejected soil is to be collected, transported off-post, and disposed of in accordance with German laws, rules, regulations. On all sport field areas dry quartz sand according EU Order No. 305/2011, grain size/type SB 0.3 – 0.9 T, shall be applied to an overall thickness of 40 %, minimum five (5) cm thickness and then dragged on.
4.1.16 Task 16: Cut edges and refill with brick dust
Cut edges and refilling with brick dust shall be cut each April/September. The threshing floor covering shall be refilled to the grass edge with brick dust zero (0) to two (2) mm and to be compacted. The grass shall not exceed more than 25 mm over the brick dust surface. Removed grass/roots shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
4.1.17 Task 17: Excavation of existing brick dust
Excavation of existing brick dust in a depth of approx. four (4) cm. The area shall be compacted and to be refilled with approx. four (4) cm thickness brick dust zero (0) to two
(2) mm according to tennis court standards, compacted and watered. The transition to the existing grass area shall be leveled. Excavated material shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
5.1 Playgrounds
5.1.1 Task 1: Sand exchange of playgrounds
Remove existing quartz sand layer, 10 cm deep incl. trash, leaves, etc. Approx. 20 % of excavation work may be manual, as well as manual transportation of quartz sand within a radius of approx. 50 m. All trash receptacles in vicinity of playgrounds have to be emptied and trash has to be transported off-post and disposed of in accordance with applicable German laws, rules, regulations. Placement of quartz sand shall be performed directly after removal of existing sand layer. On all playground areas quartz sand according EU Order No. 305/2011, grain size/type HR 0.5 – 3 F, shall be applied to an overall thickness of 40 %, minimum five (5) cm thickness.
The new sand shall be even and adjusted to the height level of existing playground equipment.
Delivery receipts shall be turned over to the COR. Any damage to playground equipment, sand box enclosures, grassed surfaces, etc. shall be repaired by the Contractor within five (5) days after completion of sand exchange. The removed sand has to be transported off-post and kept within a radius of five (5) km without additional costs to the Government (on instruction of the COR).
5.1.2 Task 2: Raking and cleaning quartz sand of playgrounds
Raking and cleaning up to approx. 10 cm depth. Cleaning includes removal of grass, weeds, paper and other waste. All trash receptacles in vicinity of playgrounds have to be emptied and trash be transported off-post and be disposed of in accordance with applicable German laws, rules, regulations.
5.1.3 Task 3: Cleaning rubber safety surface of playgrounds
Cleaning of playgrounds with steam cleaner on safety rubber surface. Cleaning includes removal of sand, pebbles, grass, moss, weeds, paper and other waste. All waste containers belonging to the playgrounds must be emptied and the waste transported off-post and disposed of in accordance with applicable German laws, rules, regulations. It is not allowed at all times to operate a vehicle/equipment of any kind on the rubber safety tiles. Approx. 60% of the cleaning work is handwork. At all playgrounds, there is no water hose faucet.
6.1 PT-Stations
6.1.1 Task 1: Sand exchange of PT-Stations
Remove existing quartz sand layer, 10 cm deep incl. trash, leaves, etc. Approx. 30 % of excavation work will be manually, as well as manual transportation of excavated sand within a radius of approx. 50 m. All trash receptacles in vicinity of PT-Stations have to be emptied and trash has to be transported off-post and disposed of in accordance with applicable German laws, rules, regulations. Placement of quartz sand shall be performed directly after removal of existing sand layer.
On all PT-Stations quartz sand, according EU Order No. 453/2010 sand type Caribian Beach Sand Classic, shall be applied to an overall thickness of 40 %, minimum (five) 5 cm thickness. The new sand shall be even and adjusted to the height level of existing playground equipment.
Delivery receipts shall be turned over to the COR. Any damage to PT-Station equipment, grassed surfaces, etc. shall be repaired by the Contractor within five (5) days after completion of sand exchange. The removed sand has to be transported off-post and kept within a radius of five (5) km without additional costs to the Government (on instruction of the COR).

6.1.3 Task 3: Raking and cleaning quartz sand of PT-Stations

7.1 Basement entries
7.1.1 Task 1: Policing of basement entries
Bldgs 151-257 and 303-380 (200 and 300 Areas) paper, wire, bottles, glass, leaves, stones, plastic, small limbs, weeds, moss, broken branches, and other debris. Resulting material must be transported off-post and disposed of in accordance with applicable German laws, rules, regulations.
8.1 Trimming / cutting of trees and bushes
8.1.1 Task 1: Hedge pruning as follows
Pruning of hedges shall include removal of wild growing knots including the roots thereof.
Hedges shall be cut smaller on crown than on the base. Hedges must show an inclination of five (5) to 10%. Cutting length is approx. 220 lineal meters to a height of approx. 1.50 m to 2.50 m. Waste shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
8.1.2 Task 2: Exactly trimming/pruning:
Contractor shall trim or prune up to as many as 750 bushes and 30 trees as directed by quantity in a Task Order. Bushes and trees must be trimmed and/or pruned to ensure that all pedestrian crossings, curves, traffic signs etc. remain visible to avoid obstructing sight. Wild growing knots including roots shall be removed. Cutting hedges should be cut smaller on crown than on the base. Exactly form trimming of trees to keep their natural growing as well as removal of knots until a height of approx. 4.00 m to avoid obstructing sight on roads or walkways. Dry and dead wood shall be removed and hauled off. Cut knots with more than five (5) cm diameter shall be closed with tar pitch.
8.1.3 Task 3: Treetop maintenance
Prevent undesirable development at the treetop (such as too long branches, formation of forked branches) by tree trimming, mainly within the area of thin branches up to a diameter of five (5) centimeter. The treetop shall remain the formal shape and size.
Remove dead, sick, dying, crossing, rubbing twigs and branches, branch stubs, and branches that are likely to fall down. Shorten overhanging branches. Remove wild shoots from tree trunk and tree roots. Inspect the tree for clear space and other effects and requirements regarding the tree environment, and trim the tree as required.
Elevating platform (up to approx. 30 m working height) and shredder is required for work performance and shall be provided by the Contractor. Shred twigs and branches and dispose of off-post in accordance with applicable German laws, rules, regulations.
8.1.4 Task 4: Trimming / removal of trees
Trees of 25 cm in diameter have to be trimmed to maintain their natural growth characteristics and to stimulate the main shoot as well as removal of branches up to a height of 12 m; some trees shall be removed completely and the stumps must be milled.
Dry and damaged parts as well as rival sprouts shall be removed, picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
8.1.5 Task 5: Cutting trees
Respectively remove in pieces, diameter approx. 60 to 120 cm. Contractor shall provide the required truck service platforms and included them in this service. Trees to be cut are determined by the COR. Cut to pieces and haul off cut matter including the tree trunk.
All branches shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations. Trunks shall be cut to a length of 5.50 m and loaded with a mobile crane-truck, crane on a truck, or low-bed and be transported to the US Government own Material Yard at DPW Area for disposal. Cut out rootstocks, diameter approx. 60 to 120 cm, depth approx. 20 cm. Roots in the immediate vicinity of the rootstocks shall be removed and hauled off. Restore area to the same as the surrounding surface. Cut out rootstocks shall be filled and compacted with topsoil and seeded with grass seed (40 gr/sqm). The delivery of required material is included.
8.1.6 Task 6: Removal of growth (weeds) on circulation area
Removal of unwanted growth (weeds) and breeding ground of circulation areas, also part areas, manual removal with adequate equipment. The application of herbicides is strictly prohibited. Accruing debris (i.e. weeds, moss) has to be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
8.1.7 Task 7: Removal of growth (weeds) along edges and road ditches Removal of unwanted growth (weeds) and breeding ground of circulation areas along edge stones and road ditches up to approx. 50 cm width, also part areas, manual removal with adequate equipment. The application of herbicides is strictly prohibited.
Accruing debris (i.e. weeds, moss) has to be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
9.1 Planted Areas
9.1.1 Task 1: Hacking of planting areas
Planting areas shall be hacked to a depth of minimum 15 cm. Weed and dead plants shall be transported off-post and disposed of in accordance with applicable German laws, rules, regulations.
9.1.2 Task 2: Densely Planted Areas
Bushes, ground coverings, etc. have to be pruned / trimmed. Removal of weeds, grass, leaf and other refuse at densely planted areas, incl. pruning respectively removal of dry or damaged shoots and removal there of from site. Breaking up and leveling (racking) of top soil through manual work to be performed. Resulting material must be hauled away and disposed of in accordance with applicable German laws, rules, regulations. Remove dead limbs and leaves, weeds must be pulled out and hacked. In some areas, up to 50 % respectively 66 % (i.e. ~2/3rds) of the plants have to be cut down as far as possible.
Resulting material has to be transported off-post and disposed of in accordance with applicable German laws, rules, regulations.
9.1.3 Task 3: Planted Areas / Pruning
Pruning and maintenance of bushes and densely planted areas during dormant season.
The tapering and thinning out has to be done on all planted areas, Bushes, ground coverings including trees with a diameter of up to 25 cm, during dormant season in such a way that the natural growth will be maintained or restored in short time. Minimum clearance from buildings and other property shall be 150 cm. Hedges, bushes and trees shall be trimmed in order to ensure the view at crosswalks, curves, intersections, traffic signs, etc. Branches reaching into traffic and sidewalk areas shall be properly cut and removed.
In some areas, IAW COR instructions up to 50 % respectively 66 % (~2/3rds) of the plants have to be cut down as far as possible. Dry and damaged parts as well as rival sprouts shall be transported off-post and disposed of in accordance with applicable German laws, rules, regulations.
9.1.4 Task 4: Mulching
After removal of pruning wood all bush and tree-stumps (approximately 10 cm high) within the cleared plantation area shall be mulched. Contractor shall estimate based on 50 ea. stumps per 200 sqm.
Annotation: Special equipment has to be considered for mulching work on the embankments (approx. 80 % of area). Mulching height on former plantations shall be maintained between four (4) to six (6) cm so that seasonal mowing can be accomplished.
9.1.5 Task 5: Watering of planted areas
At least 20 L/sqm.
9.1.6 Task 6: Erosion Damages
Erosion damages (e.g., unauthorized footpaths, vehicle tracks, etc.) shall be repaired by re-leveling and re-seeding of the areas, including cleaning of the surrounding area.
Required material shall be delivered and resulting material removed after repair.
9.1.7 Task 7: Raised lawn / rolled sod
Raised lawn surfaces which border the elastic surroundings of the tamped areas have to be minimum spacing from 2.00 m at the edge height covered with rolled sod. Installing of rolled sod with guarantee of consolidation as Rolled sod (lawn RSM 3.1) has to be installed in less than 36 hrs. after removal from the place of nursery. After installation, the lawn has to be fastened and watered. Watering one (1) to two (2) times daily. Roll size: approx. 2.50 x 0.40 meters
9.1.8 Task 8: Damaged grassy areas
Damaged grassy areas to be maintained. Surface shall be leveled with sand- top soil mixture to same height as the surrounding surface, installation height one (1) to three (3)
cm. Surface compacted and sowed with special grass seed (Nachsaat mit Regenerationssaatgut RSM 3.2).
10.1 Clipping Removal
10.1.1 Task 1: Clippings
The Contractor shall remove all excessive clippings to include bunches, balled, or windrowed cut grass in designated areas at Rose Barracks and Tower Barracks (on instruction of the COR). Removal of clippings shall be accomplished by sweeping, vacuuming, raking or other methods by equipment, or by hand. All grass left standing or that presents a shaggy appearance after sweeping or raking shall be recut at no additional cost to the Government. All clippings shall be picked up, transported off-post and disposed of in accordance with applicable German laws, rules, regulations. Cut grass/clippings which fall in the sand or on the rubber safety mats while cleaning around the playgrounds, PT-Stations have to be removed and disposed of.
Continuity of work. Mowing and clipping removal shall not exceed two working days in any assigned area, except during inclement weather.
10.1.2 Task 2: Clipping removal from embankments
The Contractor shall remove all excessive clippings same as prescribed in para 10.1.1, however from embankments with high incline.
10.1.3 Task 3: Clipping removal at Sanitary Landfill, Tower Barracks. The Contractor shall remove all excessive clippings same as prescribed in para 10.1.1, however from embankments, and slopes, raking by special slope equipment or by hand is required.
11.1 Clearing of single shrubs, planting area and bushes incl. stools
11.1.1 Task 1: Plants property of the Contractor
Any cleared plants must be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations. The Contractor shall replace the cleared plants. The plants must be professionally delivered, planted, and watered on the cleared areas. The soil must be loosened after planting in order to make watering curbs. Rocks and debris up to a diameter of five (5) cm, weeds and heavy decay plant parts must be picked up. Resulting material must be transported off-post and disposed of in accordance with applicable German laws, rules, regulations.
11.1.2 Task 2: Delivery of plants
The Master Gardener shall decide which of the following plants shall be delivered totaling 200 each / est. each service:

12.1 Semi-Improved Grounds (Perimeter Fence, Ammunition Bunkers at ASA # 1 and Section # 4)
12.1.1 Task 1: Perimeter fence
Mowing of perimeter fences grass and vegetation in and outside the fence must be cut in a height between four (4) to six (6) cm (plus / minus 1 cm) and a width from 4.00 m each fence side. The normal height of grass around the perimeter can be expected as an average between 20 to 80 cm; not measuring weed growth.
12.1.2 Task 2: Cutting/removal of vegetation from the perimeter fence Bushes and trees, diameter up to five (5) cm, shall be cut to the ground with appropriate equipment 30 cm inside and 30 cm outside of fence.
The Contractor shall remove all excessive pruning wood from the area. All clippings shall be picked up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
If the Contractor possesses adequate equipment, the Contractor may chop the pruning wood on site using its own equipment, and disseminate it within the area.
Continuity of work: Clearing and brushwood removal shall not exceed two (2) working days in any assigned area, except during inclement weather.
12.1.3 Task 3: Mowing of Ammunition Bunkers at ASA # 1 and Section # 4 The normal height of grass around the perimeter, on the ammunition bunkers at ASA # 1 and Section #4 can be expected as an average between 20 to 80 cm; not measuring weed growth. Upon completion of each service, the grass height shall not exceed five (5)
cm. Clippings shall be picked up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
12.1.4 Task 4: Erosion Damages
Erosion damages, i.e., unauthorized footpaths, vehicle tracks, etc., shall be repaired by re-leveling and re-seeding of the areas, including cleaning of the surrounding area.
Required material shall be delivered and resulting material be removed.
13.1 Mowing of Motorparks and Tankparks
13.1.1 Task 1: Fence and berms
Mowing along fence including the berm and area between berm and gravel area. Total width approximately eight (8) meters. Also grass at gravel areas has to be moved.
Grass to be mowed may be higher than 30 cm, mowing height six (6) to eight (8) cm.
Grass-cut remaining on the ground shall be picked-up, transported off-post, and disposed of in accordance with applicable German laws, rules, regulations.
13.1.2 Task 2: Policing
As prescribed in Para 1.1.10
13.1.3 Task 3: Mowing of slopes by hand (Weed eater/brush cutter)
Mowing of slopes more than 40 % where equipment cannot be used, or is not accessible with equipment. Grass to be mowed may be higher than 40 cm, mowing height six (6) to eight (8) cm.
13.1.4 Task 4: Policing
As prescribed in Para 1.1.10
