About this file

This document is a list of contract clauses incorporated by reference and clauses in full text for federal contract FA330026Q0403.

The document establishes mandatory contractual terms and conditions applicable to this Air Force solicitation. Key clauses address compliance requirements including safeguarding covered defense information and cyber incident reporting, prohibitions on certain telecommunications equipment and services from specified countries, buy American preferences, and restrictions on business operations with designated regimes. Additional clauses establish payment procedures through the Wide Area WorkFlow (WAWF) system, requiring contractors to submit invoices and receiving reports electronically using specified Department of Defense Activity Address Codes (Pay Official DoDAAC: F87700, Issue By DoDAAC: FA3300, Admin DoDAAC: FA3300). Evaluation methodology is outlined for commercial products and services using factors specified by the contracting officer, with award made to the responsible offeror whose conforming offer is most advantageous considering price and other factors. The document also identifies an Air Force ombudsman, Mr. Juan Martinez, Deputy Director AFICC/KT, available to address offeror concerns after initial escalation to the contracting officer.
