About this file

This is a budget template and instructions document issued by the Colorado Department of Public Health and Environment (CDPHE), Prevention Services Division, for the STEPP (Substance Use Prevention Technical Assistance) RFA cost-reimbursement grant program. The document provides comprehensive guidance on completing a 12-month budget for state and local contract opportunities. The template includes six worksheets: Instructions, Indirect Cost Guidance, MTDC Budget Example, MTDC Budget Template, S+F Budget Example, and S+F Budget Template. Applicants must submit budget proposals aligned with their implementation plans and project descriptions, with all budget requests and deliverables presented as a consistent, logical picture of proposed work, responsible parties, and associated costs. The template requires detailed justification for all expenditure categories and must be saved with the naming convention "FY27_STEPP_ProposedBudget__Program Name_Agency Name" before submission.

The budget template accommodates two primary indirect cost calculation methods: Modified Total Direct Costs (MTDC) or Salaries and Fringe (S+F) basis. Entities must use their negotiated indirect cost rate (either federally or CDPHE-negotiated) or elect the De Minimis rate of 15 percent of MTDC. The document specifies that certain expenses are excluded from indirect cost calculations, including equipment exceeding $10,000, capital expenditures, charges for patient care, rental costs, tuition remission, scholarships, and participant support costs (such as stipends and gift cards). Budget categories include Personal Services (salaried and hourly employees with fringe benefits), Supplies and Operating Expenses, Travel (with detailed documentation requirements), and Contractual costs for subcontractors using cost-reimbursement structures. The example budget provided shows a total project cost of $355,502 using MTDC methodology and $349,928 using S+F methodology, demonstrating how direct costs, excluded expenses, indirect costs, and final totals are calculated. All travel must comply with Colorado state travel fiscal rules, and subcontractors may not be pre-paid for services.

Total Contractual
This row should reflect the total amount of Contractors/Consultants costs the agency is requesting from CDPHE. This is a formula and does not require manual entry.
Sub-Total Direct Costs
This row is the sub-total of all Direct Costs the agency is requesting for this project (Personnel Services, Contractual, Travel and Supplies & Operating). This is a formula and does not require manual entry.
Modified Total Direct Costs (MTDC) per OMB 2 CFR § 200
Modified Total Direct Costs are calculated by subtracting certain expenses from the Sub-Total Direct Costs. This is calculated when a Contractor has either a negotiated rate based on Modified Total Direct Costs or has elected to collect the De Minimis Indirect Rate. These expenses include:
*Subawards in excess of $50,000: Include any dollar amount above $50,000 for one contractor.
2 CFR § 200.92 - Subaward means an award provided by a pass-through entity to a subrecipient for the subrecipient to carry out part of a Federal award received by the pass-through entity.
*Rent: Include rent if listed under Operating as a direct expense.
*Equipment: Include equipment over $10,000 or with a long term lease.
*Other Unallowable Expenses: Include such items as participant support costs (e.g., gift cards or stipends), tuition remission, charges for patient care, etc…
NOTE: You do not need to calculate Modified Total Direct Costs if your negotiated indirect rate is based solely on salaries and fringe.
Indirect Costs
Indirect costs will be paid according to the correct indirect rate calculation and indirect basis. Any non-federal entity (including a non-profit organization) shall use either an approved and negotiated indirect cost rate (federal or state approved rate) or the De Minimis rate of 15% of modified total direct costs (MTDC)
Indirect costs are costs that are not directly accountable to a cost object. Indirect costs may be either fixed or variable. Indirect costs include administration, personnel and security costs. These are those costs which are not directly related to production. Some indirect costs may be overhead.
Column B: Item
Indirect Types are listed.
Column C: Description of Item
Type in the indirect basis as the description in the row aligning with the type of indirect rate that your agency has (e.g., Federally-Negotiated, CDPHE-Negotiated, or De Minimis) and what base that rate is applied to (e.g., Modified Total Direct Costs or Salaries and Fringe).
Column F: Percentage
Enter the percentage that applies, the dollar amount will auto populate.
TOTAL
This row should be the TOTAL of all expenses, including Indirect Costs that the agency is requesting for the entire contract to complete the work on this project. This amount should be a whole dollar amount with no change listed. If the total includes change, an adjustment should be made to the total amount listed in the indirect costs section of the budget.

https://www.colorado.gov/pacific/osc/travel-fiscal-rule.

Indirect Cost Guidance Entities need to understand their indirect cost rate type and base. This information is necessary to (1) select the appropriate budget template in this workbook to complete and (2) calculate the indirect costs allowable in your budget.

Entities typically have a negotiated indirect rate (either directly with a federal cognizant agency or with CDPHE) or they elect to use the De Minimis indirect rate. A negotiated indirect rate will typically apply to one of two bases: (1) Modified Total Direct Costs or (2) Salaries and Fringe.

A rate that is negotiated and the base is Salaries and Fringe simply requires the entity to utilize the S+F Budget Template in this workbook. The formulas in Column G should not be altered. The indirect cost calculation may be altered ONLY to adjust any cents on the budget to make the total amount of the budget a whole dollar amount.

A rate that is either negotiated with a base of Modified Total Direct Costs or is the De Minimis rate requires the entity to utilize the MTDC Budget Template in this workbook. The formulas in Column G should not be altered. The indirect cost calculation may be altered ONLY to adjust any cents on the budget to make the total amount of the budget a whole dollar amount. Data entry is required in the Less: Expenses per OMB 2 CFR 200 section of the budget as well.

Modified Total Direct Cost excludes the following:
These costs may be allowable and may be included in your budget, but they must be subtracted from the total direct costs before indirect rates are calculated.
1. Equipment: Tangible personal property (including information technology systems) having a useful life of more than one year and a per-unit acquisition cost that equals or exceeds $10,000 (or the capitalization level established by the non-federal entity for financial statement purposes, if less than $10,000)
2. Capital expenditures: buildings, land, office equipment and furnishings ($10,000 and above), alterations and renovation
3. Charges for patient care: When calculating MTDC, any costs directly tied to patient care, like hospital stays, doctor visits, or medication costs, are not included in the base used to calculate indirect costs. Patient care costs are usually considered separate from research expenses and are not used to calculate indirect costs because they are directly tied to patient treatment and not the research activity itself. These costs are excluded from the indirect cost calculation whether the services are obtained from an owned, related, or third party hospital or medical facility. This applies to patient care services provided by a hospital or medical facility only
4. Rental costs: See § 200.465 Rental costs of real property and equipment eCFR: 2 CFR 200.465 Rental costs related to ongoing rental of space and equipment, such as monthly office space for a primary or secondary office location and/or copy machine lease. These costs must be removed from MTDC indirect cost assessment. This does not include one time space and equipment “rental” related to program work, meetings and conferences are not “rental costs” but rather program expenses. These would qualify for being assessed indirect costs for agencies with a MTDC cost base.
5. Tuition remission
6. Scholarships and fellowships
7. Participant support costs. Participant support costs means direct costs that support participants (see definition for Participant in § 200.1) and their involvement in a Federal award, such as stipends, subsistence allowances, travel allowances, registration fees, temporary dependent care, and per diem paid directly to or on behalf of participants. See more examples below.
8. The portion of subawards in excess of the first $50,000. This means indirect costs can only be applied to the first $50,000 of each subaward included in your budget.

Participant support costs means direct costs for items such as stipends or subsistence allowances, travel allowances, and registration fees paid to or on behalf of participants or trainees (but not employees) in connection with conferences or training projects. While it is helpful to have definitions, they are not as clear as we would like; therefore we want to share information we will be looking for when reviewing budgets.

Here is a list of common examples

● Training registration costs of coalition members or individuals who are members of the community who are not employees of the grantee agency.

● Incentives/gift cards for survey completion or meeting participation;

● Stipends;

● Travel reimbursement for non-employees (e.g. mileage, lodging and per diem reimbursement for community member attendance at a meeting or conference); and

● Any costs being offered to another agency or individual to “defray costs” of participation in a meeting.

● **Gift cards to support program specific outcomes may include gift cards for program participants for basic need supplies such as groceries and/or gas cards for barrier reduction to assist with getting to program specific appointments would NOT be considered a participant support cost but rather a program operation expense.

If you have questions about whether specific costs may be considered participant support costs or how these rules apply to your individual budget, submit question via the RFA question form. Click here to submit a question.
