Section A: General Contract Information

Contracting Activity: 90th Contracting Squadron

Project/Program Name: 90 LRS Snap-On Tool Kits

Section B: Description of the Supplies/Services Required

Snap-On toolbox with individual tool kit (ITK) number etched in each tool. Each drawer of the tool box will have pre-cut foam for ease of tool inventory/accountability. Please see Attached -1 Detailed Kit List for a list of complete Part numbers.

Section C: Justification for Soliciting from a Single Source or Brand Name

90 LRS Vehicle Maintenance currently owns 2 of the same tool kit being requested that meet AFI requirements. New toolboxes should match the existing boxes in order to maintain continuity. Additional tool kits are required due to increase in manning and deployments.

Per AFI 24-302:

5.41.1.4. Warranty hand tools are the standard for vehicle maintenance operations due to their high quality and free replacement policy.

5.41.1.8. All tools in Individual Tool Kits (ITKs), Combined Tool Kits (CTKs), and tool cribs will have an assigned location identified either by inlay cuts in the shape of the item, shadowed layout or silhouette when stored in drawers, shelves and/or walls and engraved with a locally assigned kit control number designated by Material Control. (T-1). CTKs and tool crib control numbers include the shop initials.

8.2.20. Manage enterprise strategic tool and shop equipment programs. Ensuring ITK, CTK and TOOL CRIB INVENTORY AUTHORIZATIONS ARE STANDARDIZED TO THE MAXIMUM EXTENT PRACTICAL; and procured from most cost effective source.

5.41.1.2.5. All newly received tools must be properly marked with unit or shop designator and ITK or CTK number before placement in the ITKs or CTKs. (T-1).

Section D: Efforts to Obtain Competition

This is a BRAND NAME request to match existing individual tool kits. Competition is allowed via Snap-On distributors.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Per AFI requirements, tool kits are to be standardized (see section E), tools in the existing ITKs are Snap-On. Competition is allowed via Snap-On distributors within GSA Advantage.
