About this file
This document is a Brand Name Requirements Justification memorandum from the Department of the Air Force Air Education and Training Command for replacing tool kits for the F-22 Crew Chief Apprentice Course. The justification details efforts to obtain competition by contacting Grainger, Matco, and Snap-On tools, ultimately determining that Snap-On is the only vendor meeting their specific requirements due to high reliability, durability, customer support, and ability to provide quality laser etching and shadowed foam. The memorandum references market research conducted with organizations at Elmendorf AFB, Langley AFB, and Nellis AFB, which confirmed Snap-On as their preferred tool provider, and includes approvals from the 362d Training Squadron Commander and the Contracting Officer, with digital signatures dated 01 April 2025.

DEPARTMENT OF THE AIR FORCE
AIR EDUCATION AND TRAINING COMMAND
MEMORANDUM FOR 82 CONS/PKA
FROM: 362 TRS/CC
SUBJECT: Brand Name Requirements Justification
1. Description of the Supplies/Services: This request is to replace four composite tool kits and tools with lifetime warranties for the F-22 Crew Chief Apprentice Course. The tools currently in use are worn, broken and in need of replacement.
2. Efforts to Obtain Competition: Grainger, Matco, and Snap-On were contacted. The closest competitor was Matco. Matco tools lacked the ability to prepare spaces within the shadowed foam. Grainger does not provide tool etching.
3. Market Research: Organizations at Elmendorf AFB, AK; Langley AFB, VA; and Nellis AFB, NV were contacted, and they provided feedback that Snap-On tools were their tool of choice due to high reliability, durability, and customer support. To the best of our knowledge, Snap-On is the only known brand name that is available to meet the requirement standards. IAW CFR 8.405: “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or service are unique or highly specialized.
4. Other Factors: The quality laser etching and shadowed foam will ensure compliance of Sheppard AFB Instruction 21-208.
5. A Statement of The Actions, if Any, The Agency May Take to Remove or Overcome Any Barriers to Competition Before Making Subsequent Acquisitions for the Suppliers or Services Required: Exhaustive oNline market research was conducted to include suppliers specializing in the tools required to meet the objective.
