About this file

This is a Brand Name Justification Memorandum for Record issued by the 354th Contracting Squadron at Eielson Air Force Base on August 14, 2026, justifying a single-source procurement of Rohde & Schwarz spectrum monitoring equipment under RFO 12.102(a).

The acquisition is a firm-fixed-price purchase valued at or below the Simplified Acquisition Threshold for a mobile Radio Frequency signal collection and analysis system to support the Installation Spectrum Manager. The required equipment includes the PR-200 portable receiver with firmware options, HE400DC handheld directional antenna handle, HE800 handheld directional antenna (18-33 GHz), ADD 507 omni-directional DF antenna (9 MHz-8 GHz), and CEPTOR controller with software modules for spectrum monitoring, interference resolution, and Emissions Security compliance. The justification cites the Department of Defense's standardization of Spectrum Manager training exclusively on R&S equipment through the 333 Training Squadron, making all personnel at the unit certified and proficient solely on this platform. The contracting officer determined that selecting an alternative brand would result in unacceptable manpower costs due to required new training curriculum development and retraining of current and inbound personnel, breaking standardization with DAF-wide deployed operations. Market research identified multiple authorized Value-Added Resellers, including Small Business vendors such as Betis Direct and Gov Smart, capable of providing the equipment, and the acquisition will be competed among authorized resellers to the maximum extent practicable. The contracting officer certified that the anticipated cost is fair and reasonable.

DEPARTMENT OF THE AIR FORCE

354TH CONTRACTING SQUADRON (PACAF)

EIELSON AIR FORCE BASE, AK

August 14 2026

MEMORANDUM FOR RECORD

FROM: 354 CONS/PKB

4560 Central Ave., Bldg 2258 Eielson AFB, AK 99702

SUBJECT: Brand Name Justification for Mobile Radio Frequency (RF) Monitoring System (IAW RFO 12.102(a))

1. Agency and Contracting Activity:

Requiring Activity: 354 CS/SCXP Contracting Activity: 354th Contracting Squadron (354 CONS), Eielson AFB, AK.

2. Description of Action:

This action is a firm-fixed-price, brand name requirement for Rohde & Schwarz (R&S) spectrum monitoring equipment to support the Installation Spectrum Manager at Eielson AFB. This acquisition is valued at or below the Simplified Acquisition Threshold (SAT).

3. Description of Supplies/Services:

The requirement is for a mobile Radio Frequency (RF) signal collection and analysis system. The system will be used for spectrum monitoring, interference resolution, and Emissions Security (EMSEC) to ensure all EMS use is authorized and compliant. The specific Brand Name equipment required is:

Manufacturer Part / Model Number

Description

Rohde & Schwarz

PR-200 Portable receiver with firmware options (Panorama Scan, Polychrome, Mapping, DF, etc.) and accessories.

Rohde & Schwarz

HE400DC Handheld directional antenna handle with HE400VHF, UWB, and SHF elements.

Rohde & Schwarz

HE800 Handheld directional antenna (18 GHz - 33 GHz) with transit case.

Rohde & Schwarz

ADD 507 Omni-directional DF antenna (9 MHz - 8 GHz).

Rohde & Schwarz

CEPTOR Controller with software modules (Search and Observe, Mobile Locator, Signal ID, etc.).

4. Authority Cited:

RFO 12.102(a) – For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., brand-name).

5. Basis for Decision:

The Rohde & Schwarz (R&S) PR200 system is uniquely qualified and essential to meet the 354th Fighter Wing’s spectrum monitoring requirements in accordance with DAFI 17-220 SPECTRUM

MANAGEMENT.

The Department of Defense (DoD) has standardized its Spectrum Manager training pipeline (333 Training Squadron) exclusively on R&S equipment. As a result, all personnel arrive at the unit certified and proficient solely on this platform.

Selecting any brand other than R&S will result in significantly higher, unacceptable manpower costs.

Procuring a different system would mandate the development of a completely new, localized training curriculum and divert hundreds of man-hours away from the primary mission to retrain all current and inbound personnel. This duplication of effort would waste critical manpower, cause immediate mission delays, and break standardization with DAF-wide deployed operations. Procuring the R&S PR200 is the only viable option, as the hidden manpower costs and lost operational hours required to adopt any alternative brand far exceed any potential savings on the equipment itself.

6. Market Research:

Market research included internet searches and consultation with Grand Forks AFB. While restricted to a brand name manufacturer, research indicates that multiple Value-Added Resellers (VARs), including authorized Small Business vendors (e.g., Betis Direct, Gov Smart), are capable of providing the required equipment. This action will be competed among authorized resellers to the maximum extent practicable.

7. Certifications:

I determine that the anticipated cost to the Government will be fair and reasonable, and that the circumstances of this action deem only a Brand Name description is suitable.
