About this file

This document is a Brand Name Justification for a Simplified Acquisition of a JLG 860SJ Telescopic Boom Lift Unit. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) requires the JLG 860SJ Telescopic Boom Lift Unit to service the antennas at the Wallops Command and Data Acquisition Station (WCDAS). The unit must have specific features, including a 6-ft articulating jib, articulating platform, electric power and compressed air to the platform, four-wheel drive, telescopic boom, and a horizontal outreach of 75 ft and platform height of 86 ft. The justification states the JLG 860SJ is the only manlift that meets all of the essential requirements for accessing and servicing the WCDAS antennas. The estimated value of the requirement is under the Simplified Acquisition Threshold. The unit is to be delivered within five months after award.

4. Supporting rationale. Only one brand name is reasonably available as detailed below:

□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The JLG 860SJ Telescopic Boom Lift is used to service the antennas for the Wallops Command and Data Acquisition Station (WCDAS) and is the only lift that meets all requirements for the field conditions of the WCDAS site.

NOAA's environmental satellites provide data from space to monitor the earth and analyze the coastal waters, relay lifesaving emergency beacon information, and track tropical storms and hurricanes continuously.

WCDAS acquires, maintains, and distributes a continuous flow of meteorological satellite data and executes spacecraft commands on a 24/7 basis. The satellites’ data are collected by antennas at WCDAS to meet the needs of this national critical weather infrastructure. There are 17 antennas at WCDAS and they all require quarterly, annual, and semiannual preventive maintenance and repairs.

In order to perform these work tasks, a manlift needs to have a 6-ft articulating jib and articulating platform, electric power to the platform, compressed air to the platform, four-wheel drive, drive on rough terrain, telescopic boom, horizontal outreach of 75 ft and a platform height of 86 ft. These specifications are essential to the Government to access the antennas’ feeds, dishes, and the superstructures from multiple directions and angles within the confines of the area and travel from one antenna to another in a timely manner.

The JLG 860SJ Telescopic Boom Lift is the only manlift with a 6-ft articulating jib and articulating platform which is required to access the 26-meter antenna, 16,14.2 and 13-meter antennas’ feed boxes and wave guides
