About this file

This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items for the procurement of CompTIA Security+ Exam Vouchers. The Air Force Combat Command (ACC/A6) intends to award a Firm-Fixed Price Purchase Order for 2,450 CompTIA Security+ Exam Vouchers at a total estimated contract value, with the specific purpose of enabling Department of Defense personnel to obtain and maintain required cybersecurity certifications. The vouchers are mandated by DoD Instruction 8140, which requires military and civilian personnel in cybersecurity workforce positions to achieve and maintain foundational cybersecurity certifications.

The justification emphasizes that CompTIA Security+ is the only brand capable of meeting DoD cybersecurity training requirements, with the exam vouchers being essential for personnel to test for certification after completing training. The government conducted market research through multiple Requests for Information issued to GSA vendors and a Sources Sought notice, but determined that only CompTIA provides the specific certification needed. The procurement will be made through a licensed/authorized reseller, with the government noting that if alternative vendors become available in the future, they would consider them in subsequent solicitations. The document highlights that switching certification brands would incur significant tangible and intangible costs not in the government's best interest.

Therefore, the Government intends to solicit this requirement via a Combined Synopsis/Solicitation

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Currently, only the CompTIA Security+ Exam Voucher meets ACC/A6's requirement and will allow personnel to test for the required Security+ certification at the conclusion of their training. If at any time in the future, a different "brand" of Exam Voucher is compatible with testing for this specific certification, then they will be considered if they meet the requirements set by DoDM 8140. As detailed above, CompTIA is the only brand of Exam Vouchers that will allow individuals to obtain the CompTIA Security+ certifications mandated by the DoD. The tangible and intangible costs of switching to a different certification brand after an individual's training has concluded is not in the best interest of the Government.

Additionally, this required item can be purchased through licensed/authorized resellers, and efforts are being made to solicit from as many sources as practicable by issuing a Combined Synopsis/Solicitation for this requirement

If at any time in the future CompTIA confirms that additional vendors become licensed/authorized resellers these vendors will be considered in future solicitations.
