About this file
This is a Brand Name Requirement Justification memorandum from the Department of the Air Force, dated 12 July 2026, requesting approval for a non-competitive purchase of Snap-on composite tool kits. The 361st Training Squadron seeks to acquire five composite tool kits with lifetime warranted tools for the Aircrew Egress Systems Apprentice Course at Sheppard Air Force Base to support a new laboratory and increased student production and training quality.
The justification cites time constraints, increased student production requirements, and new course curriculum as factors necessitating expedited procurement through a local Snap-on representative. Market research was conducted among Egress organizations, which indicated that Snap-on tools were preferred due to high reliability, durability, and customer support. The requestor claims Snap-on is the only brand available that meets the required standards and enables career-wide tool standardization, invoking RFO 6.103-1(d) regarding sole source justification based on unique or highly specialized quality requirements. Additional compliance requirements include quality laser etching and shadowed foam to meet Sheppard AFB Instruction 21-208. The memorandum was approved by the Contracting Officer (Rico Kimberl, Y.L.1124194829) and the Chief of the Base/Specialized Acquisition Team (Contreras, K.Y., LE.J.1558292977).

DEPARTMENT OF THE AIR FORCE
AIR EDUCATION AND TRAINING COMMAND
12 July 2026
MEMORANDUM FOR 82 CONS/PKA
FROM: 361 TRS/CC
SUBJECT: Brand Name Requirement Justification for Snap-on Composite Tool Kits
1. Description of the supply/services: This request is to gain five composite tool kits and tools with lifetime warranted tools for the Aircrew Egress Systems Apprentice Course. The course requires a new lab for increasing student production and training quality.
2. Efforts to obtain competition: Due to time constraints, increased student production, and new course curriculum, the Aircrew Egress Systems Apprentice Course is seeking to utilize a local Snap-On representative to expedite tool order and shipment.
3. Market research: The Aircrew Egress Systems Apprentice Course currently uses Snap-On tools, enabling interoperability across classrooms. Based upon experience and research, most Egress organizations were contacted and provided feedback that Snap-On tools were their tool of choice due to high reliability, durability, and customer support. To the best of our knowledge, Snap-on is the only brand available that meets the required standards, providing career-wide standardization of tools. IAW RFO 6.103-1(d): "Only one responsible source and no other supplies or services will satisfy agency requirements." In this case the level of quality required is unique or highly specialized.
4. Other factors: The quality laser etching and shadowed foam will ensure compliance with Sheppard AFB Instruction 21-208.
5. Statement of actions, if any, the Agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supply/services required: Market research was conducted, and in order to meet the unique requirements of an instructional timeline, Snap-on is best supplier to meet the objective.
