About this file
This document is a Single Source Justification form for a simplified acquisition by the 99th Contracting Squadron. The 57th Information Aggressor Squadron is requesting renewal of three (3) Nighthawk Annual Licenses from MDSec Consulting Ltd, a specialized software provider. The Nighthawk software is a unique post-exploitation framework with specific capabilities for Endpoint Detection and Response (EDR), providing evasion capabilities against Microsoft Defender and CrowdStrike Falcon without requiring extensive in-house tooling.
The solicitation (F3G1MN5099A001) is structured as a total small business set-aside under NAICS code 541519, with a Firm Fixed Price contract type. Quotes are due on 07 May 2025 at 1000 PDT, with delivery expected on or before 05 September 2025 to Nellis AFB, Nevada. The procurement will be evaluated using a lowest-priced, technically acceptable (LPTA) methodology, and is an "all or none" requirement, meaning a single contract will be awarded to one vendor that can provide the entire requested package.

Section B: Description of the Supplies/Services Required
The 57th Information Aggressor Squadron is requesting the renewal and delivery of three (3) Nighthawk Annual Licenses.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Nighthawk software is a post-exploitation framework that will be used to conduct the 57 IAS mission. This software is unlike any other C2 Framework on the market. Nighthawk provides Endpoint Detection and Response (EDR), anti-virus software used in large organizations to locate highly sophisticated malware, evasion capability against Microsoft Defender and CrowdStrike Falcon without extensive in-house tooling or modification. The 57 IAS requires this specific capability as they operate on networks that utilize these EDRs. No other software would fit the needs of this requirement.
Section D: Efforts to Obtain Competition
In an effort to promote competition, this requirement will be solicited as a total small business set-aside on SAM.gov under the NAICS code 541519 and PSC 7A21.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, continual market research shall be performed for similar or like requirements to ascertain whether other manufacturers are entering these specified markets that can meet the AFI and/or DoDI standards/requirements. Additional market research shall also be conducted to determine if there are other brands available for future similar or like requirements that will neither hinder the mission of the customer nor increase the cost/price for the government.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
