About this file
This document is a Single Source Justification (Simplified Acquisition) for the 99 Logistic Readiness Squadron (LRS) to purchase a Waterous CPK-5 Two Stage Ultra High Pressure (UHP) pump for a P-23 fire truck at Nellis AFB, Nevada. The procurement is specifically for replacing one of two Aircraft Rescue and Fire Fighting (ARFF) trucks to restore mission-capable status, with the Waterous pump being the only component meeting the technical specifications outlined in Technical Orders 36A12-8-64-4 and 36A12-8-64-1 for the Rosenbauer P-23 ARFF truck.
The solicitation is a Total Small Business Set-aside under NAICS code 333996 with a small business size standard of 1,250 employees, with a Firm Fixed Price (FFP) contract anticipated. Quotes are due on 4 April 2025 at 1200 PDT, to be submitted electronically to specified Air Force contact emails. The government will award to the lowest-priced, technically acceptable (LPTA) vendor who can provide the entire required package, with a 30-day delivery requirement after receipt of order (ARO) to Nellis AFB. Market research confirmed at least six small businesses are capable of fulfilling the requirement, though the pump can only be sourced from Waterous.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 99 CONS/PKB
Project/Program Name: 99 LRS Fire Pump
Purchase Request / Local ID Number: F3G3HA5050AW01
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The 99 Logistic Readiness Squadron (LRS) is requesting the purchase and delivery of Waterous CPK-5 Two Stage Pump for P23 Ultra High Pressure (UHP) fire truck.
Section C: Justification for Soliciting from a Single Source or Brand Name
The requirement is to replace one of the two Aircraft Rescue and Fire Fighting (ARFF) trucks to restore it to mission-capable status. The Waterous CPK-5 Two-Stage Ultra High Pressure pump for the P-23 fire truck is the only part that meets the specifications for the P-23 truck, as outlined in Technical Order 36A12-8-64-4 (Illustrated Parts) and Technical Order 36A12-8-64-1 (Operations Manual Technical Specifications) for the Rosenbauer P-23 ARFF.
This ultra-high-pressure, two-stage pump is exclusively manufactured by the Waterous company. Although there are multiple vendors from which it can be procured, all vendors source the pump directly from Waterous. No other brands meet the required specifications, and a letter from Waterous confirms that no other manufacturers produce a CPK-5 pump that adheres to Rosenbauer's specifications.
Section D: Efforts to Obtain Competition
Market research has determined that there are at least six (6) small businesses capable of fulfilling this requirement.
Market research conducted determines that there is a reasonable expectation that SAM.gov will provide more competition over other acquisition strategies utilizing NAICS 333996 and PSC 4210.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, continual market research shall be performed for similar or like requirements to ascertain if other manufacturers are entering these specified markets that can meet the AFI and/or DoDI standards/requirements. Additional market research shall also be conducted to determine if there are other brands available for future similar or like requirements that will neither hinder the mission of the customer nor increase the cost/price for the government.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
