About this file
This document is a Single Source Justification for a brand name requirement for a Body Armor Set solicitation. The Body Armor Set must be the Point Blank Standard ODC with hook and loop side closure, in NIJ Level II, IIA, or IIIA, and black in color. The justification cites that the Point Blank body armor has the required space for large "SECURITY" patches that need to be visible from a distance of 35 meters to serve as a deterrent. Other brands, such as Safariland, do not have the necessary patch size. This is a small business set-aside under NAICS Code 315990 (600 EMP). Offerors must complete the provided price list, and pricing must include shipping, taxes, and other costs. The solicitation is being issued by the Department of the Air Force Pacific Air Forces.

Name of Product: BODY ARMOR Set (Standard Duty Carrier, ID Panels, Ballistic Panels) Manufacturer: Point Blank Standard ODC with hook and loop side closure, (NIJ Level II, IIA, or IIIA), black
Attached OPI 2020-008 FoCBA shows three authorized models. This requirement is for Point Blank Standard ODC with hook and loop side closure, (NIJ Level II, IIA, or IIIA), black. Reason for soliciting brand name is: “SECURITY” patches need to be applied to the front and back in the center of the body armor. The Body Armor made by Point Blank has the required space for the patch size that is required. Safariland has space for security patches but not at the size required which is "Width: 9.84"(25cm) and Height: 4.13"(10.5cm)". Point Blank Family of Concealable
Body Armor (FOCBA) is also not acceptable because it is worn on the inside of clothes and does not meet our requirement to use the carrier type that is worn from the outside. By making the large “SECURITY” letters stand out from distance, makes outsiders aware of the Security personnel presence. In addition, the following factors can be expected:
1. Deterrence to person attempting to enter (Security Issue)
2. Prevention of contact accidents, especially at night (Safety and Life Issue)
Guidance for a chest patch to be seen: The radius needs 35 meters (114.83ft). The rationale is that a car traveling at 40 km/h (24.85 mph) will go about 21 meters (68.9 ft) before it brakes suddenly to a stop. Also, normally a car will slow down when gaining gate Access. If the speed is 20 km/ h (12.43 mph), it is 5.5 m (18.4ft)/sec , which is less than 7 seconds to travel 35 m, which is enough time for the driver to confirm the presence of the Security Guard. The 35 meters distance is located on the sidewalk on across the pedestrian crossing in front of the Torii Station Gate#1, serving as a deterrent to suspicious individuals at there by making the presence of the Security Guard or MP visible.
18 CONS reached out to Safariland to see if they were able to provide security vests with velcro that met the size specifications needed. They were not able to offer a vest with the velcro sizes requested. There were several small businesses found that are capable of providing the Point Blank Standard ODC with hook and loop side closure.
In the future contracting will check to see if the Army regulations are updated to provide additional potential vendors that can provide the body armor.
