About this file
This document is a Single Source Justification (Simplified Acquisition) for a federal contract opportunity to purchase Nighthawk Annual Licenses for the 57th Information Aggressor Squadron (IAS).
The 57 IAS requires 3 Nighthawk Annual Licenses, a post-exploitation framework with Endpoint Detection and Response (EDR) and anti-virus software evasion capabilities. This is a brand name justification, as the Nighthawk software is unique and necessary to support the 57 IAS mission on networks utilizing Microsoft Defender and CrowdStrike Falcon EDR. The estimated contract cost is provided. The contracting activity is the 99th Contracting Squadron at Nellis AFB. The anticipated contract type is Firm Fixed Price, and the requirement is set aside for small businesses under NAICS code 541519. Quotes are due by August 8, 2024 and the government will award the contract to the lowest-priced, technically acceptable vendor.

Section B: Description of the Supplies/Services Required
The 57 Information Aggressor Squadron (IAS) requires the purchase of [Qty.:3] Nighthawk Annual Licenses.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Nighthawk software is a post-exploitation framework that will be used to conduct the 57 IAS mission. This software is unlike any other C2 Framework on the market. Nighthawk provides a Endpoint Detection and Response (EDR), anti-virus software use in large organization to locate highly sophisticated malware, evasion capability against Microsoft Defender and CrowdStrike Falcon without extensive in-house tooling or modification. The 57 IAS requires this specific capability as they operate on networks that utilize these EDRs.
Section D: Efforts to Obtain Competition
The manufacturer of the Nighthawk Software, MDSEC Consulting Limited, a UK base company, was contacted to determine if they have authorized resellers for this particular software. They provided five (5) contractors capable of fulfilling this requirement. Two of the companies are small businesses under the respective NIACS, two of the companies are large businesses under the respective NAICS, and one is no longer active on SAM.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, market research shall be performed for similar or like requirements to ascertain if other manufacturers/distributors are entering these specified markets that can meet the customers need. Additional market research shall also be conducted to determine if there are other brands available, for future similar or like requirements, that will neither hinder the mission of the customer nor increase the cost/price for the government.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
