A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED

FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH

EFFORTS HERE).

Market Research for this effort was conducted in February 2024. A request for information (RFI) was issued using the NASA SEWP V market research tool under request # 298421. Zero (0) responses were received from NASA SEWP V. Market research determined that the required HMS support & maintenance license renewal fits the need for the requirement. Because HMS equipment is essential to USCG requirements, the USCG is precluded from consideration of a product manufactured by any other company.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR

SERVICES.

The USCG intends to procure HMS TimeControl Industrial Maintenance and Licenses. Only the brand HMS can provide the HMS TimeControl Industrial Maintenance and licenses because it is unique or highly specialized and is a brand name item peculiar to the Original Equipment Manufacturer (OEM). The brand name HMS TimeControl Industrial maintenance and licenses are the only brand name compatible with the webTA, CAS, NESSS systems owned by the USCG. Without the brand name HMS TimeControl Industrial Maintenance and Licenses, the required high volume field data cannot be properly collected and tracked by IOD and Yard therefore resulting in a failure to share the correct data with other internal USCG systems such as webTA, CAS, NESSS. HMS TCI allows for timekeeping and tracking project costs. If DPOMS does not obtain these HMS TCI licenses, pay for USCG members and contractors working in the industrial field would not get processed accurately or at all. These specialized industrial field contractors conduct routine maintenance on ships, airplanes, and equipment that support the USCG mission.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO

SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

An adequate purchase description that would allow for full and open competition is not available because only HMS TimeControl Industrial maintenance and licenses can meet the Government’s requirement. Due to the proprietary nature of this brand, there is no way to modify products by other manufacturers to support, update, or patch HMS products.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR

OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.

The USCG C5ISC will continue to require the brand name HMS TimeControl Industrial maintenance and licenses as it is currently supporting the USCG internal infrastructure. There are no other actions the agency can take at this time to prevent barriers to the use of for this existing need. However, the Government will continue to monitor the commercial market for other products that may meet the Government’s future requirements.
