Section A: General Contract Information

Contracting Activity: 90 CONS

Project/Program Name: Replace Boiler at Bldg 1152

Section B: Description of the Supplies/Services Required

90th CES/CEOIH needs to purchase one (1) Advanced Thermal Hydronics KN, Model number KN10 boiler necessary to replace an inoperable boiler located in Building 1152, 90 MUNS. The purchase of one (1) Advanced Thermal Hydronics KN, Model number KN10 boiler is necessary to provide water to the heating system ensuring facilities have adequate heating during the colder months to be able to perform the base mission.

Section C: Justification for Soliciting from a Single Source or Brand Name

80% of the buildings on base have KN Series boilers installed as part of a AFCEC two phase project in 2013-2014. 90 CES technicians are already trained and experienced on KN Series boilers and can troubleshoot, complete maintenance, and repairs.

Furthermore, 90 CES material control stocks on-hand KN series parts, in addition to multiple local vendors, making it easier for technicians to have access and complete repairs.

Section D: Efforts to Obtain Competition

Although this is a brand name requirement, it will be posted to beta.SAM Contract Opportunities as a 100% small business set aside as a previous boiler requirement resulted in numerous small business vendors providing quotes. Thus competition will be obtained.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

During the base decentralization of the heating plant in 2013-2014, 80% of the facilities on base were fitted with Advanced Thermal Hydronics KN series type boiler. Thus in order to preclude future brand name awards, the base would need to outfit facilities with a variety of brands of boilers. Nevertheless, in an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies that could satisfy any government future requirements. Where possible, the government will make any future requirement descriptions suitable for full and open competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
