About this file

This document is a Single Source Justification (Simplified Acquisition) for the replacement of two existing boilers in Building 1265 at the 27th Special Operations Civil Engineer Squadron (27 SOCES) facility. The requirement is to replace the existing boilers with the same make and model, the Lochinvar FTX850N-M13 CSD-1 boiler, to ensure compatibility with the existing infrastructure and minimize installation costs and time. The justification cites the benefits of using the same equipment, including compatibility, efficient installation, availability of spare parts, system continuity, and performance consistency. Three vendors, The Macomb Group, Ferguson, and General Plumbing Supply, were solicited to obtain fair and open competition for the brand-name requirement. However, due to the need to maintain the existing equipment, the justification states that future single-source or brand-name awards for similar situations may be unavoidable. The contracting officer has determined that only a single source is reasonably available for this contract action.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 27 SOCONS

Project/Program Name: 27 SOCES REPLACEMENT BOILERS UNIT FOR BLDG 1265 DORMITORY

Purchase Request / Local ID Number: F1L3J240093A001

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

27 SOCES requires 2 ea existing boilers in Bldg 1265 to be replaced with same make and model boiler so there won't be any necessary modifications to the electrical service, venting, or plumbing connections.

Lochinvar FTX850N-M13 CSD-1 boiler offers thermal efficiencies up to 98%, maximizing energy savings. It integrates advanced user-friendly control for precise heating management and facilitates easy installation and servicing. A modulating burner adjusts flame size to meet varying heating demands, enhancing efficiency and supports flexible installation requirements, allowing various building layouts.

These specifications meet all of 27 SOCES requirements.

Section C: Justification for Soliciting from a Single Source or Brand Name

1. Compatibility: New boilers of the same make and model are guaranteed to be compatible with the existing system, including piping, controls, and other infrastructure. This minimized the need for extensive modifications.

2. Efficiency in Installation: 27 SOCES will be performing the boiler install. Using the same make and model reduces the installation time and costs because the technicians are already familiar with the setup and there is no need for major adjustments or retraining. The familiarity lessens the chance of installation mishaps.

3. Spare Parts Availability: If you stick with the same make and model, spare parts are likely to be more readily available, and 27 SOCES will have more experience in handling repairs and maintenance if required.

4. System Continuity: Maintaining uniformity in the boiler system ensures continuity in operation and performance. Different models may have different operational characteristics, which could disrupt the system's balance and efficiency.

5. Performance Consistency: The same make and model will deliver consistence performance in line with the established standards and expectations. Different models might have varying efficiencies and operational dynamics.

Overall, replacing boilers with the same make and model simplifies the transition process, ensures system compatibility, and maintains operational consistency.

Section D: Efforts to Obtain Competition

This is a brand-name requirement, but there are a sufficient number of vendors to obtain fair and open competition. Three quotes were obtained to obtain fair and open competition. Internet searches for the required Lochinvar FTX850N-M13 CSD-1 boilers showed multiple vendors capable of providing the boilers. After communication was made The Macomb Group, Ferguson, and General Plumbing Supply all submitted quotes and will be considered for the boiler requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Originally installed equipment in this circumstance has to be replaced with original equipment to eliminate unnecessary expenses due to major modifications to the mechanical room itself. Due to the desired avoidance of alterations to "Real Property" we are unable to preclude brand-name awards if another situation similar to this were to occur in the future.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
