About this file

This Single Source Justification document justifies a sole-source procurement for Snap-On tools and toolkits for the 482d Fighter Wing at Homestead Air Reserve Base. The acquisition involves approximately 450 individual aviation-grade tools and equipment, including tool kits, custom foam inlays, and pre-etched identification numbers, with an estimated contract value of $54,000. The tools are specifically required to support F-16C aircraft maintenance, meeting Society of Automotive Engineers (SAE) Aerospace Standards and Department of Air Force directives.

The document emphasizes that Snap-On authorized distributors are the only known source capable of providing these specialized toolkits, citing proprietary design, patent ownership by IDSC Holdings, and the significant technical and cost challenges of alternative sourcing. The procurement is a small business set-aside, with market research confirming availability through small business authorized distributors. The Contracting Officer, Amanda McKaig, has determined under FAR 13.106-1(b)(1) that only a single source is reasonably available, with the solicitation targeting Snap-On authorized government resellers and proposing a lowest price technically acceptable evaluation method.

Single Source Justification (Simplified Acquisition)

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 482 CONF/PK

Project/Program Name: Flyaway Tools and Box

Purchase Request / Local ID Number: F5E2MG5091AW01

Estimated Contract Cost (including Options): $54,000.00

Section B: Description of the Supplies/Services Required

This acquisition is for approximately 450 individual tools and equipment--to include tool kits, tools pre-etched with identification numbers, custom foam inlays, and all other items listed in the SOW needed to support the 482 MXS Squadron at Homestead ARB.

The 482d Fighter Wing is a combat coded unit with combat F-16C aircraft. These aircraft are required to deploy to territories outside of home station to support directives. When mobilizing, all tools are required to forward deploy to any location with a space limiting factor that drives the need for the Aircraft Structural Maintenance Section to modernize their tools to perform the required duties. The section is also required by the DAF to upkeep weapon systems per DAFI 21-101 and Technical Orders 1F-16C-3-1 and 1-1A-8.

Section C: Justification for Soliciting from a Single Source or Brand Name

The equipment is aviation grade and tool box is designed to limit foreign object debris on and around the aircraft. This tool box and tools are Aircraft Structural Maintenance specific to perform structural repairs to the F-16 structure, panels, and composites per Technical Order 1-1A-8.

The toolkits to be purchased under this requirement are highly specialized tools and must meet or exceed Society of Automotive Engineers (SAE) Aerospace Standards. Snap-On brand tools are the only known source to provide the toolkits that meet SAE Aerospace standards to perform maintenance on HARB assigned F-16 aircraft. Additionally, soliciting to Snap-On authorized distributors meets DAFI 21-101 directive for standardizing toolkits to the maximum extent possible. These specific tool kits are designed and fitted with foam inserts and/or shadowing into which the exact design and dimensions of the required tools are identified making them standardized to provide uniform training and safety of flight. Designs for Snap-On tools are proprietary to IDSC Holdings and their authorized distributors as they own the patents to their product lines. Some of the tools required are proprietary and soliciting to authorized distributors promotes competition without splitting the requirement.

The use of alternative sources would require testing, validation, approval and back fitting of individual tools. The process would include imagining, creating new files and creating files in master cam for each tool. This verification process would include on-aircraft fit checks, which is not always available due to lack of aircraft availability for testing purposes. Finally, training courses may be required to identify new part numbers, tool box design, etc to ensure configuration management across the fleet. The cost and time to accomplish these changes would be significant based upon the number of Snap-On tools selected and the number of maintenance manuals and training courses affected. If any new configuration was introduced, preexisting tools and tool boxes would have to be replaced with new configurations. Given the above, Snap-On authorized distributors are the only known sources that can fulfill this requirement without significant impact on F-16 programs and maintenance activities. As discussed herein, awarding to any other source would substantially duplicate costs that would not be recovered through competition.

Section D: Efforts to Obtain Competition

Market research was conducted utilizing various methods to identify possible sources for the required tools and tool kits and to obtain current information in regards to availability and price. Market research revealed that IDSC Holdings uses small business authorized distributors for some of their Snap-On tool line. Contracting Officer, Amanda McKaig, verified that all tools in this requirement are available through SB authorized distributors.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The government does not own or possess any rights to the technical data, specifications and drawings required to manufacture the toolkits which has prevented HARB from being able to provide an adequate technical description to potential new sources.

In an effort to avoid a single-source award, verification was made with IDSC Holdings to ensure they had opened up the required tools for availability through authorized distributors to be competed among distributors.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
