About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) for a single-source acquisition.

The 5th Security Forces Squadron at Minot Air Force Base, North Dakota, is procuring the DZYNE Dronebuster Block 4 electronic attack system on a fixed-price contract basis under a brand name requirement. The acquisition involves supplying, delivering, and providing initial operator training for this man-portable, handheld Counter-Unmanned Aerial System (C-UAS) designed for base defense, security force mobility, and dismounted operations. The system detects, disrupts, and defeats commercial-off-the-shelf drone threats through radio frequency jamming and Global Navigation Satellite System disruption. The justification emphasizes that the DZYNE Dronebuster Block 4 is the only handheld electronic attack system officially authorized for use by the U.S. Department of War, ensuring approval for operational use and compliance with stringent military performance and safety standards. The procurement ensures seamless interoperability with existing base defense architectures and maintains standardization across Air Force Security Forces, eliminating costly and time-consuming training on alternative systems. Although specified as a brand name requirement, competition will be maximized through DZYNE Technologies' network of authorized distributors, with the solicitation posted on SAM.gov to permit these authorized distributors to compete for the award. Competition will be sought at the distributor level to ensure fair and reasonable pricing. The authority for this other-than-full-and-open-competition procurement is RFO 12.201-1 Simplified Procedures under 41 U.S.C. 1901. The Contracting Officer is SSgt Marta E. Lange (5 CONS/PKB, 701-723-7674), with a certification date of 25 June 26.

The DZYNE Dronebuster Block 4

The Security Forces ( SF ) has an operational requirement to procure a man-portable, handheld Counter-Unmanned Aerial System (C-UAS) for base defense, security force mobility, and dismounted operations on Minot Air Force Base (AFB), North Dakota (ND). The scope of this acquisition is to supply, deliver, and provide initial operator training for the DZYNE Technologies Dronebuster® Block 4 electronic attack system. This system must be capable of detecting, disrupting, and defeating commercial-off-the-shelf (COTS) drone threats through radio frequency (RF) jamming and Global Navigation Satellite System (GNSS) disruption.

The DZYNE Dronebuster Block 4 is the standard-issue handheld counter-drone system used across the military, and it is the only handheld electronic attack system officially authorized for use by the U.S. Department of War (DoW).

This ensures the system is approved for operational use and meets stringent military performance and safety standards that unverified systems do not. Procuring this specific system ensures seamless interoperability with existing base defense architectures and maintains standardization across Air Force Security Forces, eliminating the need for costly and time-consuming duplicative training on a different system.

While the justification specifies a single brand name, competition will be maximized to the greatest extent possible.

DZYNE Technologies utilizes a network of authorized distributors. The solicitation will be posted on SAM.gov as a "Brand Name" requirement, which will permit these authorized to compete for the award.

Competition will be sought at the distributor level to ensure fair and reasonable pricing.
