About this file
This is a bid form pricing attachment for arborist services issued by the City of Portland, Oregon. The invitation to bid (ITB #0000XXXX) requires proposers to submit pricing for a comprehensive range of tree maintenance and removal services, including pruning crews (ground/ladder and climbing), tree removal crews (ground/ladder and climbing), additional laborers, ISA arborist consultations and assessments, stump treatment and herbicide application, pesticide application, stump grinding (both hourly and per-inch diameter), aerial lift truck services, and skid steer/material loader equipment. The bid form presents two distinct rate schedules: one for BOLI projects with PCEF pricing and one for non-BOLI projects. Quantities listed are estimates only and do not represent guaranteed orders; the City reserves the right to increase or decrease quantities as requirements vary. All hourly rates must include labor, consumable materials and supplies, overhead, supervision, mileage, travel time, and related expenses.
The pricing structure differentiates between standard work (Monday–Friday, 7:00 a.m.–5:30 p.m.) and special conditions, which include climbing trees with poison oak/ivy within 25 feet, inclement weather, high winds, and work outside standard hours. Special conditions pricing must be approved by the City Project Manager prior to work commencement and cannot be combined with emergency service rates. Emergency services, defined as response within six hours, have separate pricing provisions. Reimbursable costs at actual expense include traffic control, pesticide or herbicide materials, backfill soil, utility assist work, pre-approved equipment rentals (billed on crane-time basis with no mobilization fees), and waste disposal including one-way travel to approved sites. Non-reimbursable costs include mark-ups, consumable materials already included in hourly rates, management or travel fees for traffic control device rental and return, OSHA job site requirements, and contractor-provided safety equipment and personal protective equipment.
