Required tasks include alarm investigation and resolution, HVAC equipment performance verification, seasonal parameter adjustments, trend analysis, preventative maintenance, controller inspection and replacement, firmware upgrades, system expansion, backup file creation, sensor calibration, and equipment disconnection/reconnection during relocation. The contractor must supply critical spare parts for both American Auto-Matrix controllers (SBC-ASCe, SBC-STAT3, SBC-VAVrt, SBC-GPC1, SSB-IOX1, SBC-FHc1) and Distech controllers (ECY-VAV, ECY-PTU-207, ECY-303, ECY-S1000 series, and related power supplies and I/O modules). Personnel must pass security clearance and Select Agent training to operate within the high-containment facility.

12639526Q0094, Attachment 2 American Auto-Matrix, Distech Controls Building Automation System Service Contract National Center for Applied Plant Protection Building 580, 9901 Powder Mill Road, Laurel, MD 50708

Description:

The National Center for Applied Plant Protection (NCAPP) in Laurel, Maryland, is a world reference laboratory for plant diagnostic testing and deals with many complex diseases and pathogens that threaten agricultural and native plants. The BSL-2 and BSL-3 buildings at NCAPP are some of the most complex buildings within APHIS. The building automation control systems at NCAPP are an integral part of the guaranteed quarantine integrity of the specialized buildings and the continuance of the containment of BSL-3AG agricultural plant pathogens and Select Agents required by 7 CFR 331.

The facility’s building automation system is a blend of Distech Controls and American Auto-Matrix, which needs service, system review, checkout and system-wide backup. NCAPP experiences control sequence, and temperature/operational stability problems with intermittent sensor reading fluctuations and loss of control/program settings. The maintenance/testing control work is important to keeping this mission critical facility operating smoothly 24/7 and to prevent or reduce failures which could greatly affect the operation of the pathogen testing program at this site or possible breach in containment of the Ag Select Agents. The service needs to be performed by a trained and certified controls specialist in both Auto-Matrix and Distech Controls. Any new or replacement components for the building automation system must be American Auto-Matrix or Distech Controls. The controls specialist must be able to pass a Security Risk Assessment and complete Select Agent training to work in the high containment facility and the site-specific working knowledge of the 176-unit system controllers/programs. Maintaining and debugging the 29-unit system of Distech controllers was not part of the BSL-3 BAS Upgrade contract 12639522C0030 performed by Ritz Construction and SmartBT. Lastly, an authorized Distech control specialist is needed in order to maintain any warranties that are associated with the building automation system in the BSL-3.

The facility-wide Distech Controls and Auto-Matrix control system to be serviced consists of five zonal main JACE controllers, multiple workstations and 176 individual controllers (13 different controller types/function) that are utilized throughout the facility to control systems and equipment. The current building automation system controls all of the HVAC equipment and utility systems at NCAPP. This includes the chilled water, boiler hot water, secondary hot water quarantine greenhouse system, 20 air handling units, 42 exhaust fans, 59 freezer/incubators that contain high risk samples and numerous fan coil units, variable air volume boxes and the complex cascading negative pressure system for the High Containment Building. In addition to the HVAC controls, the building automation system also monitors the operation of laboratory equipment and several alarms points. A functional and reliable building automation system is essential in guaranteeing 24/7 operation of the facility.

Scope of Work for Required ATC Services:

Contractor shall furnish 960 contractor hours for a factory authorized Distech Controls and American Auto-Matrix automated temperature controls (ATC) technician to inspect, test, conduct system-wide backup, and perform maintenance on the existing Distech Controls and American Auto-Matrix building automation system at NCAPP. This support shall ensure continued and safe operation of the controlling systems(s) that support the Heating, Ventilation, and Air-Conditioning (HVAC) Systems(s) for the High Security Greenhouse, quarantine greenhouse, laboratories and support facilities. Any tools and testing equipment necessary to perform this task will be provided by the control’s contractor. Critical spare proprietary Distech Controls and AAM controller parts will be supplied as part of this service contract.

All work will be conducted during normal working hours of 6:00 am to 3:30 pm with a minimum work week of two days (16 hours) and approximately 80 hours per month. All work schedules and assignments will be approved by NCAPP’s Facility Manager. More than one ATC technician will be allowed to work at a time. The starting date for this project is TBD.

This contract will also include 50 additional OT hours for after-hour and weekend emergency building automation control system repair work by an automated temperature controls technician. Contractor will provide priority response 24 hours a day, seven days a week.

The Contractor shall comply with agency personal identity verification procedures that are implemented by Homeland Security Presidential Directive-12 (HSPD-12).

AAM controller components supplied by the contractor:

· SBC-ASCe An application selectable pre-programmed unitary controller that resides on the PUP network (5 UIs, 4 AOs, 5 Dos).

UI = Unitary Inputs, AO = Analog Outputs, DO = Digital Output

· SBC-STAT3

Digital sensor w/graphical display and function key.

· SOLOPRO-UNLIM

SoloPro configuration interface package that provides easy-to-use, menu-driven access to American Auto-Matrix unitary controllers in the field.

· SBC-VAVrt PUP Unitary VAV Controller with integrated feedback actuator (5 relay version).

· SBC-GPC1

A stand-alone or peer-to-peer controller that will reside on the existing PUP network. (12 UIs, 6 AOs, 6 Dos, 1 DLs, expandable to 24 UIs, 12 AOs, 12 Dos, 1 Dls).

· SSB-IOX1

Remote modules that will connect to the controller via the STATbus. The expansion module will provide additional inputs and outputs for the controller.

Distech Controller Components Supplied by contractor:

· ECY-VAV

The ECLYPSE Connected VAV Controller (ECY-VAV) is designed to control any variable air volume (VAV) box. It supports BACnet/IP communication and is a listed BACnet Building Controller (B-BC). The ECY-VAV comes with an embedded web server that enables web-based VAV application configuration and a visualization interface. It also features embedded scheduling, alarming, and logging. Control logic and graphic user interface can be customized as required for the application.

· Connected VAV Controller with 4UI, 4 DO (Triac) and 2 UO. Built-in differential pressure transducer (0-500Pa, 0-2.0" w.c.) and actuator (5Nm, 45in-pd).

· ECY-PTU-207

Designed to control terminal units such as fan coils, chilled beams, heat pumps, and radiant/reversible ceilings.

All-in-one controller, combining power supply, server and targeted IO types for simplified wiring and installation

· B-BC Connected Terminal Unit Controller for fan coil, heatpump and chilled beam applications with 3 UI, 2 DI, 1 sensor input, 4 DOR (relay), 2 DOT (triac, line-powered), and 4 AO.

· ECY-303

The ECLYPSE Connected Equipment Controller (ECY-303) is designed to satisfy the needs of a wide range of HVAC applications such as small and medium terminal applications. It integrates a control, automation and connectivity server, power supply, and I/O in one convenient package. It supports BACnet/IP communications and is a listed BACnet Building Controller (B-BC). In addition, the ECY-303- M3 model supports Modbus to connect to meters, Variable Frequency Drives, etc. This programmable controller comes with an embedded web server that enables web-based application configuration and a visualization interface. It also features embedded scheduling, alarming, and logging. Control logic and graphic user interface can be customized as required for the application.

· B-BC Connected Equipment Controler for rooftop and small air handling unit applications with 8 UI, 2 UO, 4 DO (Triac) and 2 DUO (triac or universal).

· ECY-S1000-48

Connected System Controller - Control, Automation and Connectivity Server with support of up to 48 I/O points and 10 Modbus devices.

· ECY-S1000-28

Connected System Controller - Control, Automation and Connectivity Server with support of up to 28 I/O points and 3 Modbus devices.

· ECLYPSE 6’ HD15 Cable 6' cable for ECLYPSE Connected System Controller multiple-row panel installations with HD15 connectors

· ECY-PS24 (Power Supply) 100 to 240VAC power supply module eliminates the need for a line voltage to 24VAC power transformer to save installation costs and time. The PS24 uses the latest high-efficiency switch-mode circuitry to make more power available to operate additional modules and for cooler operation. Over-voltage and over-current output protection to protect the electronics in unstable power supply conditions and against miswiring.

· ECX-Display The ECx-Display is a full-color backlit display accessory for the ECB and ECL-series controllers, as well as the ECY Connected Controllers. It allows quick and easy real-time access to view and modify many controller options such as overrides, alarms, PID loops, schedules, calendars, weather, and favorites. ECx-Display is designed for DIN rail mounting, panel mounting, or as a temporary handheld device that can easily be moved from one controller to another.

· EC-BOS-8

The EC-BOS-8 is a compact, embedded controller and server platform for connecting multiple and diverse devices and sub-systems. With Internet connectivity and Web serving capability, the EC‑BOS‑8 provides integrated control, supervision, data logging, alarming, scheduling and network management. It streams data and graphical displays to a standard Web browser via an Ethernet or wireless LAN, or remotely over the Internet. The EC-BOS-8 operates with EC-Net 4 web-based building management platform powered by the Niagara Framework. The EC-BOS-8 can also run EC-Net Access for managing access control systems.

Detailed Tasks

The factory authorized Distech Controls, American Auto-Matrix (AAM) specialist’s weekly tasks will include but not be limited to the following:

· Check and investigate all control system alarms and provide a resolution strategy.

· Check overall operation of HVAC equipment to assure that controls and equipment are operating as designed and run at it’s peak performance

· Make adjustments to the control system for seasonal operational changeover parameters.

· Log all changes made to the system. Include who made the change, why the change was made, what attribute changed, record the original setting, and what changes were made.

· Download and evaluate trend information to check for system problems and recommend adjustments or a course of action before a bigger control problem accrues.

· Perform preventative maintenance on control system. Check controllers, power supplies, relays, sensors, transducers, valves, dampers, actuators, etc., to make sure all are in good working order and all connections are tight.

· Inspect and test a minimum of one controller per visit and review control sequence and interface with equipment/system to verify correct output/operation. All controllers should be inspected at least once by the end of the service contract.

· Replace controllers, sensors, relays, transducers, valves, dampers, actuators, etc., as needed.

· Upgrade controllers, controller firmware as it becomes available.

· Add points to the building control system as more items/functions may need to be monitored and alarmed.

· Add equipment control to the building automation system as new equipment is installed in the facility.

· Update all building automation system computers.

· Make backups of programs, point database, and graphic interface for building automation system. Provide the stored location and copies of back-up files to the contracts Contractor Officer Representative (COR).

· Evaluate high security greenhouse controls performance.

· Update control panel layouts, sequence of operation, and programs

· Verify control panel points for proper operation

· Calibration of sensors, transducers, and gauges (as needed).

· Disconnect alarm points from laboratory freezers, refrigerators, and incubators before being moved and reconnect once the equipment is in its new location. Assure the alarm points in the BAS graphics reflect the correct piece of equipment.
