1.0 SCOPE

1.1 Purpose

A. The purpose of the Tyndall Air Force Base (TAFB) project XLWU 21-4009, Construct Park & Ride Parking Area, is to provide parking areas to support the PMO and CES effort to rebuild Tyndall Air Force Base. The project will consist of design and construction of two (2) parking areas and will include all aspects of the design, permitting and construction of said parking areas. The Contactor shall be responsible for all professional services, permits, equipment, labor, tools materials and ancillary items necessary to complete the tasks defined by the SOW. The performed tasks shall be based on the project description, other data furnished in the SOW, and information covered during a pre-construction/criteria review meeting to be held prior to contractor mobilization.

B. The Contractor shall adhere to the following guidance during construction phase(s) of this project: Unified Facilities Criteria (UFC) 3‐250‐01, Pavement Design for Roads and Parking Areas; UFC 3‐250‐03, Standard Practice Manual for Flexible Pavements; UFC 3‐600‐01, Fire Protection for Facilities; United States Army Corps of Engineers; Uniform Building Code (UBC); those sections of the Southern Standard Building Codes not incorporated in the UBC/International Building Code (IBC) for our respective area; Air Force Standards; Department of Defense (DOD) Directives; Florida State Statutes;

Florida Department of Transportation (FDOT); the Tyndall AFB Facility Excellence Plan (Base Regulations); 325th Fighter Wing Bird Aircraft Strike Hazard (BASH) Plan 910; National Electric Code (NEC); Occupational Safety and Health Administration (OSHA) Requirements; Department of Environmental Protection (DEP) Regulations; Environmental Protection Agency (EPA) Regulations; and any related Americans with Disabilities Act (ADA) Compliance Requirements. If there is a conflict between these codes, regulations and specifications the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed.

C. While we should always use our Unified Facilities Criteria as the basis for all our facilities designs, we will also integrate the best practices from the Florida Building Code (FBC) High-Velocity Hurricane Zone (HVHZ) into this design guidance to further improve facility resiliency at Tyndall. Other details from the memorandum may apply as well.

D. The water, electric, and natural gas infrastructure on Tyndall AFB is privatized.

Any privatized utility, including exterior lighting, which must be modified shall be completed by the system owner. The prime contractor shall enter into a service connection agreement with the system owner and will be responsible for paying the associated lump sum connection charge. The contractor will complete a Utility Requirements Worksheet (Appendix C) and return the completed form to the 325th CES Privatized Utilities Contracting Officers Representative for Connection Agreement coordination.

E. This task order delivery method is Design-Build (D-B). Work on supporting parking lots includes external lighting fixtures, utilities within the Points of Demarcation (POD) for privatized utilities. The Contractor shall be responsible for providing all labor, equipment, tools, materials, and services necessary to complete the project within the allotted timeframe.

F. This project has an estimated period of performance from Notification to Proceed (NTP) through completion and turnover of the facility back to the Government for mission operations of 180 calendar days.

G. Mobilization and implementation of site prep work may begin after the 95% Design has been approved. Ordering of long lead items may be coordinated with

CO.

1.2 General:

A. Field Changes: The Contractor and the Government may agree to perform a no cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. All field changes must be approved by the CO prior to execution. Only the CO may authorize field changes or deviations from the SOW.

B. Ancillary Task: The tasks in this scope of work do not describe all the ancillary tasks required to complete the task. The contractor is required to complete all ancillary tasks to meet codes and standards that results in a complete and useable facility. Any task omissions by the contractor in their proposal will be the responsibility of the contractor.

C. Quantities and Measurements: All quantities and measurements are approximations or summaries and the contractor is responsible for verification during the proposal development.

D. The parking lots will meet ADA or ABA standards.

1.3.2 HVHZ Windows and Storefronts Performance Requirements: - Not Applicable

1.3.3 Lighting

A. The exterior lighting replacement will be LED lights with a CRI 80 and a minimum of 4000K unless wildlife preservation lighting is required. 4000K has been found to be the best color temperature for visual acuity at night and will aid in the safety of pedestrians and hazard identification for nighttime drivers.

B. Wildlife Preservation Lighting for all exterior lighting for Tyndall AFB, southwest of US Highway 98.

a. Provide LED light engines that work with Amber color with a wavelength higher than 560 nm.

b. Exterior light fixtures should illuminate at 560 nanometers (nm) with an amber light color and all lights shall be located as low as possible.

c. Any light that is a bright white, blue, etc (longer nm) and can be seen from the property coastline at night is considered “unfriendly” lighting for turtle nesting per PCFUSFWS, 2006, page 4.

2.0 Summary of Work

Design and build support parking lots for the PMO and CES rebuild efforts. The project is to include all aspect of design, permitting and construction of the park lots. To include but not limited by: storm water attenuation, curbs, gutters, lighting, asphalt and striping.

Parking areas will utilize the locations outlined in Appendix B. Traffic patterns will require entrance and exit areas onto Roosevelt Blvd, Harding St. and Coolidge Ave. Building 2580, Visitor’s Center will remain open. Personnel and traffic will have to be accommodated during the construction process.

2.1 Task 1.0 (PMO Support Parking Lot)

2.1.1 Design & Permitting

Design parking area to accommodate approximately 825 parking spaces to include required handicap accessible vehicle and van spaces. Design will include sidewalks, curbs and gutters, lighting and stripping. Storm water design and permitting may be required.

2.1.2 Concrete work

Install sidewalks around the perimeter of the parking area. Approximate length of sidewalks are 2300 linear feet. Connect to the existing sidewalk of building 2580, Visitor’s Center, and extend sidewalk to encompass parking area. Install curbs and gutter system to convey storm water away from parking area to storm water retention area.

Work will include but not limited to the following:

A. Removal of excess soils B. Compaction of sub surface C. Forming of site D. Placement of reinforcing wire or bars E. Placement and finishing of concrete

2.1.3 Asphalt Parking Area

The existing parking area of building 2580 will be milled and resurfaced. This area is approximately 2200 square yards. The new parking area will encompass approximately 28,300 square yards. Work will include but not limited to the following:

A. Mill existing parking area B. Clear and grub new parking area C. Remove 9 inches of soil in new parking area D. Install 6 inches of sub grade material in new parking area E. Install 2 inches binder course in new parking area F. Install 1 inch wearing course over entire parking area

2.1.4 Lighting

Install lighting in parking area as necessary to allow safe use of site. Refer to section 1.1 D.

2.1.5 Striping

Striping of site will include all markings necessary to convey vehicles in, out and through parking areas to include but limited by parking space lines, stop bars and directional arrows.

2.2 Task 2.0 (CES Support Parking Lot)

2.2.1 Design & Permitting

Design parking area to accommodate approximately 750 parking spaces to include required handicap accessible vehicle and van spaces. Design will include sidewalks, curbs and gutters, lighting, and stripping. Storm water design and permitting may be required
