1.2 Scope of Contract
It is the intent of this indefinite quantity contract to have all identified hazard trees removed, limbed, and/or disposed of on the Allegheny National Forest on a task-order basis. Nearby overhead electric lines, buildings or other complexities may impact these marked trees. The marked trees have been deemed hazardous due to multiple and significant defects, such as, disease, decay, cracks, invasive species, weak branch unions and/or leaning branches.
2.0 Background
2.1 Location and Description
This contract covers all campgrounds, dispersed campsites, day use areas, trail head parking areas, and administrative locations forest-wide on both the Bradford and Marienville Districts of the Allegheny National Forest.
3.0 Requirements
The work may include:
1.) Cutting and placing all pre-identified hazardous trees on the ground;
2.) Limbing or individual trees or entire campsites;
3.) Removal of debris when identified on a task order.
If removal is not requested, all woody debris must be cleared out of concentrated use areas such as campsites, roads, parking lots, trails, buildings, play areas, and/or any other infrastructure by the contractor.
Trees must be pruned/limbed in accordance with the following guidelines to selectively remove unwanted growth and encourage trees to grow or respond in a desired manner. All tree pruning must be accomplished under the supervision of an individual furnished by the Contractor, who is trained, experienced, and otherwise qualified in proper tree pruning techniques. Trees must be pruned according to their natural growth habit to evenly form and balance the tree, to promote proper health and growth, to respond to damage inflicted by natural or human causes, and to prevent interference with pedestrian and vehicular traffic. Pruning must be accomplished in a manner so as to:
1. Remove dead, damaged, or diseased wood, or structurally weak limbs that may cause a safety hazard or unsightly appearance.
2. Branch stubs must not be allowed. All branches must be pruned (removed) back to the next major limb or the tree trunk. Pruning cuts must be performed in a manner which leaves the branch collar exposed (with no stub beyond the branch collar).
Do not deposit any material in streams, streambeds, culvert inlets or outlets, or drainage ways.
The Contractor shall be responsible for contacting the appropriate electricity providers. Any overhead electric lines and/or poles dropped intentionally or accidentally by the Contractor are the responsibility of the Contractor to reestablish and energize.
The Contractor shall not leave stumps higher than 12" in height and should be flat with no protrusions or piercing angles.
All equipment shall be thoroughly cleaned to make it free of soil, non-native invasive species of other debris that could contain or hold seeds prior to being delivered to and removed from the project site.
Equipment shall be considered free of non-native or invasive species and other such debris when random-interval visual inspections by the Contracting Officer Representative (COR), completed prior to the equipment being moved to the site, does not disclose such material present.
3.1 Schedule
The Contractor shall begin work on an as-needed basis from the issuance of the Contract Award and/or Task Order and complete all project work within the designated period of performance. The Contractor must plan and schedule work to assure labor, equipment, and material are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein. Verbal scheduling and status reports must be provided when requested by the Government Representative.
The Contractor shall keep the entrance gate (if applicable) of the recreation area shut and locked during the course of the contract term to ensure public safety. The Contractor and all employees shall be made aware and acknowledge that the public is welcome to walk through the recreation area (and does frequently) even though the area is closed to public use. Therefore, the Contractor shall perform work duties as if the area is open to public use.
