Salient Characteristics Project Title: Alpha/Beta Swipe Counter Replacement
Organization: Armed Forces Radiobiology Research Institute (AFRRI)
Date: August 14, 2025
1. Scope The contractor shall furnish and deliver one complete alpha/beta swipe counter system, provide installation and setup by qualified personnel, and include a minimum one-year warranty with on-site support. The system shall be suitable for radiological swipe counting in a research reactor environment, capable of low-background operation, and integrate with AFRRI’s contamination survey workflow.
2. Technical Requirements
2.1 General Specifications (Required for All Offers)
Dual alpha and beta detection capability with automatic discrimination.
Gasless or gas-flow guard detector design to minimize background counts.
Minimum sample capacity: Minimum 50 sample positions.
Compatibility with 2" diameter stainless steel planchets, multiple thicknesses (1/8", 1/4", 5/16").
Color touchscreen control interface with USB data export.
System software capable of alpha/beta analysis with user-configurable counting parameters.
Ability to integrate with a dedicated PC, printer, and monitor for report generation.
NIST-traceable calibration sources (Am-241, Sr-90, Co-60 or equivalent) with stated activity ±5%.
Compliance with all applicable U.S. NRC and ANSI N42 standards for radiation detection instrumentation.
All necessary accessories for complete operation (sample carriers, inserts, regulators if applicable).
Installation, calibration, and basic operator training included.
One-year warranty covering parts and labor.
At least one (1) on-site preventative maintenance visit within warranty period.
Priority technical support and remote troubleshooting (e.g., screen-sharing capability).
3. Deliverables One complete alpha/beta counter system meeting all specifications.
Installation and verification report.
Operator training session (minimum 4 hours).
Calibration certificates for all sources provided.
User manuals (digital and printed).
Warranty documentation.
4. Period of Performance Delivery, installation, and training shall be completed within 90 days after contract award.
5. Government Furnished Equipment (GFE) and Facilities AFRRI will provide appropriate laboratory space, power. Network access is not necessary or requested for this system. It will operate as a stand-alone system.
6. Acceptance Criteria Final acceptance will occur upon:
- Demonstration that the system meets or exceeds all stated specifications.
- Successful completion of acceptance testing with AFRRI staff.
- Delivery of all required documentation.
