3. TITLE OF PROPOSED ACTION
22-2005 Repair Pavements, B3133
4. PURPOSE AND NEED FOR ACTION (Identify decision to be made and need date)
1. What do you intend to accomplish and why is the action necessary?
Work will repair the asphalt pavements for B3133. Existing asphalt is weathered with open cracks and lateral depressions.
Area includes customer parking lot to the front (east) of the building and the service lot surrounding the building and vehicle bays. Work will include demolition of existing asphalt, installation of base course to restore proper compaction and grading, and asphalt to match surrounding drive construction. Yellow parking lot lines will be painted in the customer parking area in front of the building and in the service yard on the north side perimeter. Install new concrete footings for gate openers and counterbalance posts for two cantilever sliding gates at service yard entrances.
The total area is approximately 57,100 SF.
2. What is currently being done to meet the need?
The parking lot is being used as is, however it continues to deteriorate with each winter freeze and thaw cycle, plowing, and heavy equipment traffic.
3. Provide any additional details related to the Purpose and Need for Action.
In conjunction with asphalt repair, investigate and repair underground electrical wires to restore power to two streetlights located along east customer parking area. Lights are currently inoperable due to a suspected break in the line. As an option, replace electrical wire and conduit to all four streetlights surrounding customer parking area and service lot.
The end product will be a continuous paved parking surface with adjacent drives, fully functioning automatic sliding gates, and operational streetlights.
Need Date: 08/04/2023
5. DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES (DOPAA) (Provide sufficient details for evaluation of the total action.)
1. What other alternatives have been considered (to include the no action alternative)?
Alternatives include (a) no action, leading to continued degradation of the lot, and (b) Patching and repair alternative which are temporary in nature and frequently need to be repatched as cracks expand to meet other cracks.
2. What alternatives were eliminated from consideration and why?
Both alternatives above have been eliminated as not practical long term. Pavements continue to degrade, and doing nothing or spot patching only provide temporary solutions.
3. Please provide a description of the construction action and timing when it will occur.
This project construction is planned for summer 2024.
4. Describe the project location. Attach map(s)/diagram(s) – make sure to include an overview map of where your requested project area is on the installation.
See attached maps.
5. Describe additional project requirements: 1) Construction and site preparation requirements (include approx. area of ground to be disturbed); 2) Does the project require a laydown yard or storage area? If so, describe the location and groundwork required.
Work should generally include:
• Sawcutting in 2 locations across driveways, totaling approximately 120 feet
• In the work area, remove asphalt surface and/or filled material to a depth of 12 inches from the top of existing asphalt (approximately 57,000 Square Feet). Existing curb and gutter to remain.
• Compaction of the existing subbase.
• Placement and compaction of 10” base course material
• Apply tack coat to vertical faces of existing pavement.
• 2-inch thick asphalt drive
• Route and seal edges connecting to existing pavements.
• Re-paint 32 (yellow) parking lot stall lines in same configuration as existing spaces.
• Install two new concrete pads to support existing electronic gate openers. Each pad will be approximately 2’ wide by 3’ long by 4’ deep.
• Investigate and restore electrical power to two streetlights located on the east side of customer service parking area.
6. Describe additional project requirements: 3) Will soil boring/sampling/potholing occur during a design phase? If so, a separate dig permit will be required; 4) Detailed operational activities; 5) Equipment/material lists.
7. Provide any additional details related to the Description of the Proposed Action and Alternatives.
